Kathmandu, July 1. As the power equation changes, Education and Science Minister Sumana Shrestha is released and Vidya Bhattarai becomes the new Education Minister.
Coincidentally! Both are members of the House Committee on Education, Health and Information Technology. As committee members, both raised issues about Nepal’s education in the same place and also proposed ways to improve it.
Sumana MP of the Rashtriya Swatantra Party (RASWPA) became the education minister after the formation of the United Marxist-Leninist-Maoist Alliance on February 21, 1980. UML MP Bhattarai supported some of the issues raised by Sumana as the minister and raised questions on some of them.
She said the coalition government’s common ideals should be implemented by ministers, who should not carry a one-party agenda.
A new power equation was formed between the Congress and the UML. With the fall of the Prachanda government, Sumana was relieved of his duties. In the KP Sharma Oli-led government, UML MP Vidya was made the Education Minister.
Both outgoing minister Sumana and incoming minister Vidya met at the Education Committee on Wednesday. Sumana, who was present at the meeting to discuss the School Education Bill, did not make any remarks. She soon left the venue and walked away.
Education Minister Vidya said all decisions of the previous ministers will not continue. Education Minister Bhattarai said, “Since I am an unbroken successor, I will follow the decisions taken according to law. We can take up the issue again after consultation.”
Of course, Sumana has raised some issues as an agenda and has made it clear that she will not carry them. According to sources in the education department, Vidya has said that Sumana’s decision on teachers’ parties, criteria for transfer of teachers, etc. will be overturned, modified or not implemented.
Education Minister Bhattarai is interested in the guidelines for transfer of teachers in 2081. The then Education Minister Shrestha pushed the process of amendment of the Education Ordinance to provide that the transfer of teachers does not require the consent of the school management committee. The proposal has been sent to the Ministry of Law, Justice and Parliamentary Affairs for legal opinion. Now it can be returned.
Under the proposed rules, it will be difficult to transfer teachers in community schools, the powers of school management committees will be restricted, and the leadership of the Ministry of Education has been changed.
Sumana, who heads the Education Ministry, took the lead in taking the decision to end politicization in the education sector and issued a notification to the whole country asking teachers to give up their party membership.
She asked the Election Commission for details of all officials of the party to find out whether the teacher held any executive position in the party at any level.
Now it may not be possible to continue. Education Minister Bhattarai said, “I don’t think this will be on the agenda for some time, but we should focus on how to strengthen it institutionally and how to solve it in a sustainable way.”
She said she intends to keep going. She promised to work in a results-oriented manner.
“We have so many questions. What should be done immediately? We have to prioritize what needs to be done in the long term,” she said. “By doing that, we can achieve results.”
She said that the preliminary briefing has been completed and plans to formulate a blueprint for implementing the compulsory education law within a month. His next focus is to review the teaching system and the examination and evaluation system.
Recently, the public has raised many questions about SEE’s victory. She said, “SEE’s results are a continuation of the initial level.” How do we teach from one to five? How do we teach to eight? What kind of teaching is learning? The result is SEE.
She recalled that this understanding existed even before she became minister and that she had raised it several times in the House of Representatives. “Overall, we need to review our existing education system,” she said. “We are discussing with the entire team at the Ministry of Education how to review the assessment system.”
Education Minister Bhattarai promised to “work hard to give the results of the review of the teaching system and the examination and assessment system within 15 days.”
