Kathmandu, July 2. When he was not in power, he used to ask Raswappa with a sneer: “You sit outside and talk about other parties, what do you do?”
Laswapa hoped to get satisfactory answers to these questions put to him. But at the same time, the other party kept saying, “We will not go as partners under the guise of alliance, we will lead the government by Mission 84 itself.”
On one hand, they promised good governance to the citizens and avoid tyranny and impunity, on the other hand, the leadership of their own party also raised the same issue of good governance and transparency. RSVP was caught in an ideological dilemma of where to go.
Meanwhile, four months ago in February, then Prime Minister Prachanda gave another chance – a dramatic change. RSVP embarked on a political journey by questioning the old political parties and decided to adopt the Maoists and the UML from the then old political parties.
So, on February 21, when then Prime Minister Prachanda left the Congress and joined the UML, the RSVP was also moved.

Many believed that the fourth party in parliament was a strategic move by the UML to reach out to the government. But the RSVP formula is coming to light – the strategic move to break the Congress-Maoist Centre alliance to grab power was taken by the RSVP itself and no one else.
Even the open parties that are determined not to be like the old parties but to do something new have started actively participating in forming/shaping the government, said Dr. Swaniam Wagle, the party vice-chairman. A few days after joining the government, Wagle said he strategically added to the dialogue at an event in Kathmandu 8.
At the time, Wager said, “The chairman initiated the dialogue process. When the government seemed to have an opportunity, we strategically approached it with the vice chairman and senior friends in the party.”
In other words, UML is not identical with RSVP as people say. If Wagle’s claims are to be believed, RSVP itself was an active participant in the discussions between Prachanda and UML president KP Oli.
Wager’s argument is that no one on the Central Committee was informed because the internal preparations for the power equation had to remain secret.
What can the RSVP, which has tried so hard to join the MLM alliance, do in the 127-day power struggle since February, or has it signaled its determination to overthrow the government itself? Let’s review:
When a new power equation emerged, the fourth power with 21 seats in the parliament succeeded in getting the ministry of its choice. Speaker Ravi Ramichhane joined the government for the second time, from the party’s leadership as the interior minister along with the deputy prime minister.
Deputy Chairman DP Aryal is in charge of the Ministry of Labour, Employment and Social Security. Deputy Parliamentary Party Leader Virajbhakta Shrestha is the Minister of Youth and Sports. Union Minister Sumana Shrestha is the Minister of Education, Science and Technology.
Central committee member Ganesh Parajuli said he had to be part of the government even though he knew he had to face difficulties amid uncertainty over the parliamentary approach. “We went to the government with confidence that we can do it. We went to the government because we should be able to solve the problem of good governance,” Parajuli said.
However, the new party did not realize that after entering the alliance culture, it would be impossible to do things on its own. That is why there was a small vote in the RSVP Central Committee not to join the then Maoist-Marxist-Leninist government. After the majority of the central committee members, including the top leadership, voted in favor of joining the government, the RSVP participated in the government by holding “important” ministries.
RSVP claimed that it went to the “workplace” because citizens who were tired of tyranny and impunity suggested going to the government as soon as possible. As for why he had to come to power, Vice Chairman Wager said at the time that “during the formation of the organization, he once said that this National Independence Party is nothing but empty words. Those who joked that you will do it. We used to say wait until 84.
Earlier, Shakti, who had raised the slogan of “Mission 84”, joined the government and stood firm against tyranny. On June 17, the Sahayatri Party UML was “cheated” and stepped down four months later. RSVP had said that he would leave the government as soon as he could not work, but no date was given, so it was impossible for him to leave the government voluntarily.
RSVP admitted that it could not meet the growing expectations of the people. Acting spokesperson Manish Jha admitted that while it had achieved success compared to other political parties, the work was not done as per the capacity, energy and ego strength. “Yes, he could not do it with the heart, energy and will power required of him and 127 days was not enough to establish good governance,” said Jha. “But it was an honest effort.

It is time for RSVP to answer to well-wishers and supporters why they came to power. In the process of internal party review, RSVP also conducted a self-review of what could have been done during the four-month period. “It is not possible to solve all problems instantly like a magic wand as per the expectations of the people,” said MP Parajuli. “Indeed, not all problems can be solved instantly.”
RSVP leaders said that during the 127 days of work, the party understood the difficulties of the coalition government, policy issues, cooperation/non-cooperation of the bureaucracy, etc.
We said before that we should not hold shares, and we did: since the RSWP was founded, our commitment has been not to seek political appointments and shareholdings. But when he entered politics for the second time, he had to face criticism for “following the trend of other political parties”. The party was criticized after the news that RSVP colluded to win over ambassadors and members of the Planning Commission of the two countries was revealed.
On June 24, the then government decided to recall ambassadors to 11 countries, and there was a disagreement in the RSVP’s appointment of ambassadors to the two countries. The RSVP has decided on the criteria for recommending the names of party ambassadors. Applications are invited based on the prescribed criteria for becoming an ambassador.
Party Vice Chairman Wager and International Relations Minister Shishir Khanal were given the right to select 2 candidates from 240 applications. The change in government took place before the names of the two were recommended. Since Sushil Pyakurel, who was recommended as the representative of South Korea, refused the post, three countries were left (Qatar, Israel, Portugal). According to the leaders, the ambassadors of Qatar and Israel have become part of the RSVP.
Acting spokesman Jha claimed that RSVP did not continue the practice adopted by other political parties for ambassadors. “We could not continue the work of ambassadors, but we started a different practice,” Jha said. “Even so, we provided an example that political appointments are possible.”
Another leader, Parajuli, believes that RSVP is not repeating the policies of the old party. Parajuli said: “We have set criteria to select capable people as ambassadors based on performance.” RSVP’s election promise mentioned that “political appointments to state institutions will be made based on competitive ability and without political bias.”
As he was walking to apply pressure, he stopped: After RSVP joined the government, it was unable to implement the party’s decision to put pressure on the construction of the project. With the decision to join the party government on February 21, the pressure campaign on the project stopped. RSVP prepared a schedule for pressure trips for 21 projects between January 21 and March 21.

The party has decided that one of its MPs will lead the press conferences for each project. Before joining the government, RSVP had only done pressure tours for three projects. RSVP said the pressure tours have been postponed due to the change in roles after joining the government. “Parties participating in the government will facilitate delivery. “This is not a protest,” said acting spokesman Jia Jian. “The change in roles is natural.”
It was originally expected that the number would increase during the election, but the by-election caused a stir: Because of RSVP, its discussion started four years before the 2008 elections when it had been announcing that it would add old parties. Looking at the 2007 elections and the 2008 by-elections, many were under the impression that the same thing would happen. But soon after joining the then Prachanda government, RSVP entered the Elam by-election. Even after using the full force of the party line in the by-elections, it suffered defeat.
Ministers, including Interior Minister Ramichani, visited the constituency again and again. Central committee members and MPs were focused on the by-election. RSVP candidate Milan Limbu was relatively unable to get votes. This became a means to increase frustration within the party after he used all his power but finished fourth.
RSVP, which had left the government at the time, achieved “brilliant” results in the Tanahun and Chitwan by-elections. In the Elam by-election, RSVP suffered a “shameful” defeat while in power.

The then GM Mukul Dhakal went to Dadahar district to review the by-election results and decided to review the party’s policies and future direction.
The minister was enthusiastic, but the results raised questions: As the government fell, the four RSVP ministers announced the achievements and reforms made during their four-month tenure. In this regard, they have worn the banner of achievement.
Former cave minister Lamichane included some of the works started when Narayankaji Shrestha was the home minister. Cases like the Bhutan refugee case, bamboo leather shoe factory land scandal, gold smuggling were already under investigation before he became the home minister.
Ramichane said that 635 bigahas, one katha, 10 dhurs in Talai, 74 ropani, 13 annas in Pahad, which were seized and illegally used, have been restored to the government. By controlling illegal transport across the border, revenue of Rs 1.43 billion 97 million was collected.
Ramichani’s public achievements after leaving the government include setting up a committee to represent loan shark victims, acting on behalf of victims such as Aarti Shah, Nirmala Kurmi and Soumdalani Tharu.
Lamichane considered the arrest of Krishna Bahadur Mahara, Bechan Jha, Pratik Thapa, Kali Bahadur Kham etc. as the achievements of his tenure. Lamichane informed that 20 illegal gold dealers and 19 cooperative officials including Nepalese, Indians and Chinese have been arrested.
Education, Science and Technology Minister Sumana Shrestha has cited teachers’ willingness to give up party membership as a major achievement of his tenure. In his major work, former education minister Shrestha mentioned career path guidance, selecting university officials based on merit and providing a roadmap for future careers.
Experts from the employment department are also now allowed to conduct research on technical education and professional training, and a committee to search and investigate encroached land in colleges has been incorporated into its work. Despite some weaknesses, Shrestha’s reform efforts have also been appreciated by the people.
DP Aryal, the Minister of Labor, Employment and Social Security, adheres to the principle that major reforms of tenure rights start with labor renewal. Former Minister Aryal has prioritized work that originally took 88 hours to provide work permits in one hour.
Ariyar mentioned the work of Shramadahan Rojgar Mela, removal of procedures that burdened workers, etc. Another RSVP former minister Viraj Bhakta Shrestha mentioned that the announcement was to be given to the players of the Youth and Sports Ministry, but the budget was arranged for the bonus.
Besides the work at Shrestha, the procurement process has also been taken forward for installing floodlights and scoreboard at the Kirtipur Cricket Stadium.

Budget arrangements for the construction of high altitude training centres at Jumla and Humla, sports calendar for the current financial year to hold sports competitions throughout the year, return of land to Nepal Scouts, DPR for Mulpani Cricket Stadium, etc.
Mukul Dhakal, who was appointed as the chief minister of RSVP, prepared a report on ministries other than the education ministry before quitting the government. His report mentioned that the legitimacy of the party coming to power should be confirmed. The report said that Raswappa would not take over the ownership, and “there are accusations that other departments except the education ministry are sleeping.”
After listening to all these pieces and conclusions, and self-examination of the internal lines of RSWP, the four-month journey did not seem encouraging for RSWP, which played a role in its alliance with UML – Maoism. For RSVP, it came to the government with the main problem of good governance, which became heavy until it remained in the hands of the government.
RSVP ministers who claimed to have resignation letters in their pockets did not need to open their pockets. RSVP claimed it could not work and that it would clear the road on its own on the day it was not approved, and was subsequently forced to step down. Ravi Lamichane, who was the interior minister when he stepped down, said: “Although there is no evidence, allegations have been made against me. The cooperative investigation committee may now have a majority. I have even inaugurated the Banke jail so that if this happens, I will have to stay in jail.”
Ramichane’s comments about losing power may have provided reasons for those who doubt that RSVP must come to power, as Ramichane expressed this implicit fear. Well, the leaders of RSVP do not want to comment on this officially.
