Saint Lucia has received financing from the World Bank for a project to develop its renewable energy sector and intends to use part of the proceeds for consultancy services.

The Consultancy Services (“Services”) consist of providing support to the Department of Infrastructure, Ports and Transport (DIPT) to complete all project preparation activities on behalf of the Government of Saint Lucia with the World Bank, the Organisation of Eastern Caribbean States Commission, the two participating countries of Grenada and Guyana, and other key stakeholders.

Consultants are expected to work full-time within six months.

The Ministry of Infrastructure, Ports and Transport now invites qualified consultants (“Consultants”) to express their interest in providing services. Interested Consultants should provide information to demonstrate that they have the necessary qualifications and relevant experience to provide the services. The entry criteria are as follows:

1. Education requirements

A Master’s degree in Engineering (not limited to civil, mechanical, electrical), Project Management or other related field and 5 years of experience in renewable energy and/or energy efficiency project management and implementation, or a Bachelor’s degree in Engineering or Project Management or other related field and at least 10 years of experience in renewable energy and/or energy efficiency project management and implementation.

2. Experience, knowledge, skills and abilities required

In addition, the successful candidate must possess the following experience, knowledge, skills and abilities:

Minimum 8 years of public sector project management experience working directly with the private sector on renewable energy and energy efficiency development, implementation and/or investment.

Knowledge and experience in engineering services procurement, consultancy contract management, budgeting and reporting.

Experience in developing projects financed by multilateral development banks, including definition of project components, work breakdown structure and logical framework.

Experience in developing energy infrastructure projects funded by multilateral development banks.

Demonstrate knowledge of World Bank procurement regulations and financial management guidelines.

Experience in similar assignments in the Caribbean or similar Small Island Developing States.

Experience working with multidisciplinary teams.

Experience developing and implementing stakeholder engagement strategies.

Consultants will be selected in accordance with the individual consultant selection method set out in the World Bank’s Procurement Regulations for Investment Project Financing Borrowers – November 2020.
