Kathmandu, June 27. The leaders of the Nepali Congress and the Communist Party of Nepal-Unified Marxist-Leninist Party are working hard to complete the process of forming a new government as soon as possible.
They have suggested that Prime Minister Pushpa Kamal Dahal Prachanda resign tomorrow without a vote in Parliament. Sheetal was preparing to go to Niwas and get signatures of two-thirds of the MPs as soon as the vote was split.
The two largest parties in parliament, the Congress and the United Marxist-Leninist Party, have agreed to form a new government on June 17. Immediately afterwards, both parties held meetings of their respective parliamentary parties and groups and demanded the resignation of Prime Minister Prachanda.
However, Prime Minister Prachanda, who is also the Chairman of the Maoist Center, wants a vote of confidence. Prime Minister Prachanda, who re-elected the Minister of the People’s Party (RASP), and the leaders of the United Socialist Party have been discussing and decided to hold a vote of confidence in the House of Representatives on the 28th.
The day before, on June 27, Prachanda had received a total of 63 votes, including 32 from his own party, the Maoists, 21 from the State People’s Party (RASWPA) and 10 from the United Socialist Party. Two-thirds of the people supported the new alliance.
The two largest parties, the Congress (88) and the UML (79), have a total of 167 seats, more than the majority (138). Jaspa (7), Janmat (6), Jaspa Nepal (5), Lospa (4), Naupa (4) are all in favor of the new alliance, so it looks like two-thirds will be cut.
That is why Congress and ML leaders demanded Prachanda’s resignation even after submitting the confidence motion, without splitting the votes.
But Prime Minister Prachanda said he wanted to face Parliament as the constitution stipulates that a confidence vote should be held within a month (out of 30 days) if the power partner party withdraws its support.
Under Article 76 (3) of the constitution, if the prime minister does not get the vote of confidence, the Maoists claim to form a new government under the leadership of the leader of the largest party in parliament (Sher Bahadur Deuba).
And past practice and Supreme Court decisions have clearly stipulated that under Article 76 (2) of the Constitution, the government will be formed under the leadership of a parliament that enjoys the support of two or more political parties.
But the president also showed interest after the prime minister, his party and some lawyers argued that a government would be formed under Article 76(3). In line with past practice, they favoured forming a government under Article 76(2).
That is why the Congress and ML leaders addressed the parliament and demanded the PM’s resignation, as there was no other political possibility and they could not get more than 63 votes in favor of the PM. If not, Sheetal was ready to move to Niwas with the support of two-thirds of the MPs once the parliament was split.
Congress and UML have already collected signatures of their respective MLAs for this purpose. Sheetal is also preparing to go to Niwas by garnering support from smaller parties.
One leader said discussions were underway whether to go immediately after the president’s call or before. Some UML leaders said the president did not need to go through a long process as they had a clear majority to form a new government.
“They believe that it would be unnecessary confusion to demand the formation of a government in the name of the constitution, wait for a few days and then form a government on the basis of the proposals that have been put forward,” the committee said.
But there is a strong opinion in Congress that they should go with the majority after the president’s summons and wait for the appointed time to appoint the prime minister. “Is there anything to say about this tomorrow?” said a congressional official.
Prakashman and Vishnu affirm
Congress president Sher Bahadur Deuba and UML president KP Sharma have come up with a plan to complete the cabinet formation in the first week of July, according to leaders.
Sources said, “It is planned to form a council of ministers by July 2-3 and discussions are going on.” According to these sources, Deuba and Oli have decided to appoint two deputy prime ministers as part of the plan to quickly form a new government.
As per the agreement, the UML will be in charge of the finance ministry and is set to send Bishnu Prasad Paudel, the party’s vice-president. “After setting the criteria for sending experienced ministers, Bishnu Paudel had no choice but to take charge of the finance ministry in our party,” said a UML official.
The leaders said the deputy prime minister’s decision was taken to complete the process of forming a new government as soon as possible.
It has been confirmed that BJP, Jasper, LOSPA and Naupa will participate in the Oli-led government. Oli himself wants to include SK Raut-led Janmaat and Ashok Rai-led Jasper in the government. Deuba is getting LOSPA and Naupa in the mix.
“Both sides are clear that in order to resolve the risks of forming a coalition government with a major party, experienced and qualified ministers should be chosen this time instead of making a decision in the middle,” said one leader.
