The Independent Institutions Committee of Parliament (IIP) has submitted a resolution to Parliament to seek the views of MPs on increasing the number of MPs every five years.
The resolution was proposed by PNC MP Ibrahim Shujau. The resolution was passed unanimously by 78 members. Therefore, the Bureau decided to refer the resolution to the committee for consideration.
The resolution states that since the 17th Parliament, the number of elected parliament members has increased every five years by the same amount as the population of the constituency. This is a law enacted in accordance with Articles 71 and 72 of the August 7 Constitution.
However, the constitution should be amended to keep the number of members to a certain level.
The resolution said the number of people elected to Sri Lanka’s parliament was increasing compared to the country’s population. Therefore, parliament should find a solution to increase the number of members of the legislature every five years.
In the past four parliaments, the 17th parliament had 77 members, the 18th parliament had 85 members, and the 19th parliament had 87 members. The current 20th parliament has 93 members. This means an increase of 16 members.
Most of the members who participated in the debate on the resolution agreed to maintain the number of members. However, there were differences of opinion on doing so. Some MPs said that the constitution should be amended from 5,000 to 10,0 However, other MPs said that the constitution should be amended to include the exact number of constituencies.
Currently, the constitution requires that each administrative district with a registered population of less than 5,000 residents must have two councillors. For administrative districts with a registered population of more than 5,000, one councillor is elected for every 5,000 people.
