Inadequate rainfall in recent months has reduced available water resources, while rising temperatures in recent weeks have increased the demand for drinking water. In order to effectively respond to this situation, the State Secretariat for Labor, Economic Planning, Relations with AASS, Ecological Transition and Technological Innovation has declared a state of water emergency through Decree No. 1/2024 to avoid risks that cannot be guaranteed. “Universal human rights” is a principle confirmed by the competent international organizations, according to which the use of water for human consumption takes precedence over other uses, and therefore water use is only allowed when there is sufficient water.
Therefore, all citizens are requested to observe the following prohibitions during the water emergency:
1 – Water lawns, vegetable plots and flower gardens;
2 – Laundry area, stairs, private road;
3 – Fill the swimming pool;
4 – Pour water into tanks and wells;
5 – Washing of vehicles, the prohibition does not apply if this activity is carried out in a service station equipped with an automatic system.
The following administrative fines are imposed on offenders:
a) If the offender is a domestic consumer:
1) EUR 150.00 for the first violation of the year,
2) For the second violation during the year, the amount is €500.00,
3) EUR 1,000.00 for each subsequent violation during the year;
b) If the offender is a large domestic consumer or a consumer for different purposes:
1) €500.00 for the first violation of the year,
2) EUR 1,000.00 for the second violation of the same year,
3) EUR 2,000.00 for each violation after the second one during the year.
During the water emergency, household users are currently expected to pay an additional €20 per cubic metre of water consumed over 30 cubic metres per month.
During a water emergency, the Autonomous State Public Service Company may compulsorily reduce the supply of water to consumers for different purposes. If the consumer does not comply with the warning to reduce consumption, an administrative fine equivalent to the following amounts shall be imposed:
a) EUR 1,000.00 for the first violation during the year
b) EUR 2,000.00 for the second violation during the year
c) For each subsequent violation during the year, a fine of €4,000.00.
We therefore call on all citizens to be responsible, use resources wisely and avoid inappropriate use, and emphasize that the cooperation of the entire San Marino community is indispensable in this case.
