This budget is used by local authorities to purchase emergency and safety needs, as well as a basket of assistance for residents in need, which includes basic needs required by the welfare department of the authority, such as: products required for daily management of the number of residents, food, medicines not in the basket, transportation, escort and treatment time, etc. Everything needs to be approved by the allocating department in a public benchmark test.
