X-ray of the decline in corruption cases

The state of the Guatemalan justice system can be analyzed by examining the status of high-impact corruption investigations conducted by the International Commission against Impunity in Guatemala (CICIG) and the former Office of the Special Prosecutor for the Fight against Impunity (Feci).

Over 12 years, the two entities filed 120 cases of corruption in state institutions. When CICIG was expelled from the country, the files remained in the hands of Public Minister (MP) Consuelo Porras and Public Prosecutor Rafael Curruchiche, both of whom were sanctioned by the United States by including them in the Engel List, a list of actors considered undemocratic and corrupt.

Plaza Pública has analyzed 35 of these processes to assess the direction they have taken. The cases were selected from the following dates: July 23, 2021, the day Porras unscheduled the prosecutor Juan Francisco Sandoval, who mentored Feci and worked with Cicig. With his departure from the congressman, the files of the court and the prosecutor’s office began to fall apart.

During three years of reviewing and following these cases, there were reported dismissals, firings, early releases, house arrests, revocations of arrest warrants and other actions or inactions that ultimately benefited 118 people accused of corruption.
