Workers made the horrific discovery while removing green waste from the site in Cooper Street, Epping, on Wednesday.
Homicide detectives are investigating the death as a suspicious incident and are awaiting the results of an autopsy before they can formally identify her.
Police believe her body was initially placed in a dumpster that was picked up outside a home in the nearby suburb of Coolaroo on Tuesday and then taken to Epping.
Detectives are reviewing CCTV and dashcam footage taken in the Coolaroo area between June 23 and July 2.
