According to the traffic police, about 40% of traffic accidents are caused by insufficient attention to the road ahead, and the use of mobile phones is one of the main reasons. Illegal behaviors such as making phone calls and sending text messages will distract the driver, causing the driver to not pay enough attention to the road ahead, and can be very dangerous and cause irreparable accidents.

In the past, the fine for this violation was 100,000 tomans, but in the new crime table, this violation is divided into two penalty codes depending on the speed.

In metropolitan areas, provincial centres, inter-city roads and industrial and commercial free zones, the offence of “using a mobile phone or similar means of communication while driving at a speed exceeding 60 km/h” is 400,000 tomans. For speed violations exceeding 60 km/h, the fine is 300,000 tomans in other cities and 150,000 tomans in rural areas.

In addition, in metropolitan areas, provincial centres, inter-city roads and industrial and commercial free zones, the violation of “using a mobile phone and other similar means of communication while driving at a speed of less than 60 km/h” will be punished with a fine of 100,000 tomans. In other cities, such a violation will result in a fine of 70,000 tomans, and in other villages, such a violation will result in a fine of 30,000 tomans.
