According to journalists, Mazhilis MP Azhar Sagandykova sent a parliamentary request to Prime Minister Olzhas Bektenov, in which she addressed the issue of taxation of negative environmental impacts. Tengri News Network.

The representative recalled that charges for negative environmental impacts were introduced in the Environmental Code starting in 2022. All these funds should be used 100% to solve environmental problems.

“According to the first data received from the regions over the past three years, the amount of budgetary supplementation for costs of negative environmental impact is slightly less than 60 trillion tenge, and if these are real figures, we can easily cover the entire budget of the state, even with good reserves, taking into account all the requirements of the inclusive community,” Azhar Sagandykova noted.

Together with the licensing agencies, the delegates found that local performers were negligent in calculating and tallying fee data. Different sources provided different data.

“It will not be easy to clean up the ‘Okin stables’ (…) Having become familiar with the plans, we immediately raised several questions, for example, why are these funds being used for major and medium repairs of roads in the Aktobe region, instead of their intended purpose?” asked the adjutant.

According to the representative, in the Mangasto region, where there are many environmental problems, 2 billion tenge in payments were received, but only 270 million tenge were spent. She also cited the example of the Akmola region. Less than a quarter of the $4.5 billion received was spent there.

“Abai region – I will not list these problems: last year we clearly and tragically exposed them, but at the same time, out of almost 7 billion dollars, only 93 million dollars were spent, and all this data was received in official replies. The inconsistencies of government agencies can be long, tedious and sad, and we need to answer the question: where did the unused funds go, did they go into someone’s pocket, or to build another villa in Cyprus?” Azar Sagandykova.

The representative suggested strengthening the responsibility of governments at all levels to effectively use fees that have a negative impact on the environment. In addition, Sagandykova said it is necessary to require akimats to report annually to Mazhilis representatives on the negative impact of the use of fees on the environment.
