Asked about the operation, White House press secretary Karine Jean-Pierre told reporters: “We will be reaching out to the Ukrainian military to learn more about their objectives.”

Jean-Pierre added that Washington supported Ukraine’s “common sense” actions to stop the advance of Russian forces.

In May, U.S. President Joe Biden authorized Ukraine to use U.S.-supplied weapons to attack targets in Russia, but only around Kharkiv.

But National Security Council spokesman John Kirby separately said U.S. policy discouraging broader strikes or attacks on Russia remained unchanged.

Thousands of civilians have been evacuated from both sides of the border as Ukraine invaded Russia’s Kursk region for a second day.

U.S. State Department spokesman Matthew Miller said he did not believe Moscow had the right to condemn Ukraine for the attack.

“I saw the statement from the Russian government. It’s a bit interesting when they call it a provocation because it was Russia that violated the territorial integrity and sovereignty of Ukraine,” he told a news conference.
