Purpose of the Position Under the direct supervision of the Operations Manager, be responsible for the financial and administrative support services of the Country Office. Assist in ensuring efficient and cost-effective financial and administrative support services, provide guidance to finance and administration staff, and support staff in programmes and operations in related financial and administrative activities. Ensure that the administrative operations and services of the office are in compliance with the administrative policies, procedures, rules and regulations of the organization. In collaboration with the CO Operations Manager and the BNLS Central Finance Specialist, provide advice to Country Office staff to ensure that UNICEF financial rules and regulations are correctly interpreted and implemented. The Senior Financial and Administrative Services Assistant provides back-up to the Operations Manager when required.

4. The management of administrative supplies, office equipment, vehicles and other property is effectively maintained
Supports management of administrative supplies, office equipment and vehicles, updates inventory item records and serves as ex-officio member of Property Survey Board where applicable.
Assists the Supervisor in preparing documents for Property Survey Board submissions, preparing minutes of meetings, and assists the Supervisor in implementing PSB recommendations approved by the Office Director.
Monitors and ensures adequate and appropriate use of office supplies and ensures the quality of services provided and maintenance of the premises meets organizational standards.

5. Administrative transactions and contractual arrangements comply with specified requirements and are in compliance with applicable policies, procedures and regulations and rules.

Participates in the review of contractual arrangements related to administrative support (i.e., couriers, grounds maintenance, ancillary administrative support, vehicle maintenance, equipment maintenance, etc.) to ensure that providers of goods and services comply with the terms and conditions of all contracts and recommends any changes that may be required to the supervisor.
Monitor administrative payments for compliance with contractual obligations.
Process TA and VISA for employees, monitor and report on TA certification and closing.

6. Financial transactions, including submission of invoices for payment to the BNLSS Center or GSSC, meet the requirements set forth in the relevant SOPs and comply with applicable policies, procedures, rules and regulations.

7. Employee Learning and Development
Conduct training activities to ensure effective performance and efficiency in administrative service management.
Implement effective employee learning and development program activities to enhance capabilities.
Contribute to workshops on employee capacity building, employee learning and development, and career development.

8. Partnership, coordination and cooperation
Build effective working relationships with the BNLSS Hub, other agencies, local authorities and implementing partners on financial and administrative matters through information exchange, collaboration and coordination.
Collaborate with counterparts in other UN agencies on UN reform initiatives, including the common services and premises agenda.

Eligibility Requirements

Education: High school graduate. College-level coursework or a degree in administration, finance, or other job-related discipline is preferred.

Experience: Minimum seven years of professional experience in office management, administration, finance and/or accounting. Knowledge of UN rules and regulations is a plus.

Language requirements: Fluent in English and the local language applicable to the work location.
