August 23, 2024 (Juba) – The poor quality of services in the country stems from a big mistake made by the South Sudanese opposition alliance – the hasty appointment of Hussein Abdulbaghi Ayi as one of South Sudan’s vice presidents.
Abdulbaghi controls the services sector and the way he conducts business is there for all to see – healthcare, education, all of which leave much to be desired.
How Abdulbaghi ended up in one of South Sudan’s highest offices remains puzzling.
Although it can be said that Abdulbaghi’s luck was comparable to that of the devil incarnate, he failed to live up to the expectations of SSOA for him.
Likewise, in the eyes of South Sudanese, he has not lived up to expectations as a leader at the country’s highest decision-making level.
Abdul Bagyi had bad luck when one of the five vice-chairman posts was given to SSOA and in his haste he made a very serious mistake that even they at SSOA failed to realise.
Although Abdelbagi’s responsibilities included managing the education and health sectors, two important sectors in the country during the transition period, his work has not been reflected even after the transition period ended.
While Abdulbaghi enjoys the benefits of being South Sudan’s “fifth president,” the two ministries continue to struggle.
Betrayal had been a key part of his action plan and he did not hesitate to ensure that President Salva Kiir Mayardit’s plans were tampered with.
Abdelbagh’s team of cronies was so efficient that they were able to slowly but steadily dismantle the plans put in place by President Salva Kiir Mayardit.
He was quick to undermine the responsibilities that President Salva Kiir Mayardit had assigned to others, including senior professionals, and instead used his position to block action plans, especially those related to the delivery of services to the people.
Abdulbaghi’s actions, or rather the lack of them, have increasingly led to the public losing confidence and trust in him.
There is a general consensus that he has not been able to deliver as effectively as expected as the vice chairman of the services cluster, which brings together the country’s health ministry, other key ministries and stakeholders.
Abdulbaghi has failed to change the status quo in the health sector since he was appointed by President Salva Kiir in February 2020. Not only are health facilities in their worst condition, but they are also on a downward trend, a process of radical deterioration.
Juba Teaching Hospital is the country’s main referral hospital. Due to the lack of sufficient medicines to treat patients and the lack of basic medical equipment by its medical staff, the entire hospital can only rely on donations from the Chinese medical team.
The Juba Teaching Hospital is a massive project, but it does not have the cheapest anti-malarial drugs to treat the patients who visit the hospital.
Worse still, most health facilities in the ten states and three administrative regions depend on in-kind support from non-governmental organizations and humanitarian agencies such as Médecins Sans Frontières (MSF) and the International Committee of the Red Cross (ICRC) to survive.
Vice President Abdulbaghi, who spends heavily on his private life but funds it from government coffers, recently married his new wife, one of many, in a lavish ceremony in Dubai attended by his relatives and close associates, including insiders from key cabinet departments.
The service cluster, led by Vice President Abdulbaghi, is mandated under the 2018 Revitalized Peace Agreement to improve the delivery of basic social services, including health, education, provision of safe drinking water and other vital facilities that are critical to improving the social lives of South Sudanese.
Basically, Vice President Abdulbaghi is so wrapped up in wealth and power that he has completely forgotten the inhuman suffering that millions of South Sudanese are going through due to lack of access to proper health care and safe drinking water.
He enjoys vacationing in Dubai and elsewhere while his countrymen anxiously await the implementation of the peace agreement to bring lasting peace and security to South Sudan. But for him, his situation is the joy of his life.
Mr. Abdulbaghi, though clueless, lacks any technical knowledge as a Vice President on how to use the office and the resources allocated to him to provide basic services at a critical time when the people of South Sudan need it most, with more than 9 million South Sudanese expected to face severe famine by 2024.
The Vice President has completely forgotten that he owes the people of South Sudan a huge sum of money for his failure to achieve any substantial success in any of the projects within the service cluster.
