A large parcel of land on the edge of downtown Jersey City with a complicated history will soon be reborn as a pair of connected residential towers that will create several new roads and improve the area’s infrastructure.
At its July 23 meeting, the Jersey City Planning Commission approved a proposal for the properties at 185 Monmouth Street and 52 Aetna Street. The parcels, which are more than five acres in size, were used as an unregulated landfill until the 1980s, according to Department of Environmental Protection records and reports.

First excavation in Jersey Reported The Jersey City Redevelopment Authority (JCRA) began considering the project in January when it held a special meeting on the proposal. The JCRA ultimately sold the property to West Orange-based Grand Jersey Group LLC for $30 million.
Designed by Hoboken-based MHS Architecture, the project will consist of two 27-story mixed-use towers with a six-story podium. A 726-car garage will be located on the western portion of the site, while the two high-rise buildings, which will top out at 334 feet, will occupy the eastern portion of the site.

The project will include 515 rental apartments, including 132 studios, 280 one-bedroom apartments and 101 two-bedroom apartments. There is no affordable housing component in the plan.
Under the terms of the agreement with JCRA, the developer will assume responsibility for and pay for infrastructure associated with the project, which includes extending Monmouth Street to the south and constructing several new two-lane roads around the property: Centre Street, Morris Street and Parkview Boulevard.

The project also plans to include a plaza area at the corner of the intersection of Monmouth and Morris streets just north of the future building, as well as a public dog park along the future Centre Street.
As for other details of the development, the Monmouth Street extension will feature a two-story retail space with 30,186 square feet of retail space at the front. Floors three through six will have office space, approximately 45,000 square feet per floor.
The project is planned to include three outdoor terraces; a 23,000-square-foot rooftop terrace on the sixth floor will include outdoor tennis and basketball courts; and a seventh-floor space between the towers will include a swimming pool and indoor area.
The final outdoor terrace will be located on the 27th floor to create a true rooftop atmosphere with views of downtown Jersey City, the Hudson River and nearby Manhattan.
The project was approved with 12 variances from the current zoning plan, 10 of which were related to the construction of new roads. A construction start date for the project has not yet been announced.
