Ana Galarza, a councillor from the Construye movement, began to examine the granting procedure for the construction of an infiltration dam 7.8 km from the water intake of the Coca Codo Sinclair hydroelectric power station, with the aim of protecting the dam from sinkholes.

The sinkhole was formed in February 2020 due to the retreat of the Coca River following the collapse of the San Rafael Falls, located between the departments of Napo and Sucumbios in the Amazon basin.

Due to heavy rains in the Amazon region, erosion depth exceeded a thousand meters in June, which is why the Ecuadorian Electricity Company (Celec) intends to award the contract for the dam’s construction.

Legislator Galarza asked Sercop and Celec to provide information on the awarding procedure for the construction of the dam to prevent erosion of the Coca River. She warned that it was intended to be awarded to a company that was under observation but which, according to the records of the inspection operation, also did not win the bid.

He announced that this week he would ask the State Comptroller’s Office to intervene because of his intention to award the contract to the Semacc Constructores consortium, which had the lowest rating in the competition and is in debt to the State because of pending issues with the Internal Revenue Service (SRI).

Galarza warned that he would investigate what the benefit was that was awarded to the third bidder and why it was not awarded to the first place in the competition, for this reason he said he had asked for information from Sercop and Celec and that he would ask for a special check from the Office of the State Auditor, since in order to participate the contractor must be authorized and therefore cannot incur debts to the State.

After the dam construction competition, the scores of the three bidders and bidders were as follows:

In the final report of the competition, it was recommended that the contract be awarded to the bidder Consorcio Edificador sobre Roca, as it met all the minimum legal, financial and technical requirements required by the bidding process specifications, the tender documents, the preparatory phase and pre-contractual phase, in particular the recording of issues and the clarification of procedures; and obtained 97.18/100 points in the scoring evaluation, representing the best current and future conditions in technical, economic and legal terms, as provided for in Article VI, paragraph 18, of the Organic Law of the National Public Procurement System.

Councillor Ana Galarza said she asked the Sercop authorities for information and they intended to wash their hands, so she began to examine the process to avoid a “tie” where whoever wins wins; that is, the best offer for the state.

He insisted that he would submit a request to the Office of the State Comptroller to intervene in the case; he did not rule out summoning the Minister of Energy and Mines and the authorities of Ecuadorian Electricity Company EP and the State Public Procurement Service (Sercop) to appear before the court.
