After Bosnia lost billions of euros in European funds due to the policies of the Democratic Action Party (SDA), the Social Democratic Party (SDP), the strongest party in the Troika, said the election formula would not change the law that states that one country cannot choose political representatives for another.
Amending the electoral law in accordance with the rulings of the Constitutional Court of Bosnia and Herzegovina and the European Court of Human Rights is essential for building a functioning Bosnia and Herzegovina. For decades, political representation has been imposed on Croats, which has led the country into a permanent political crisis. However, the Social Democratic Party, the largest party in the Troika, does not see anything wrong with imposing political representation on Croats, Bosna Royal TV announced.
For the Social Democrats, legal representation is the “so-called”
“For a political entity like the HDZ, the first priority is to resolve the so-called legitimate representation. As a citizen of Bosnia and Herzegovina, I absolutely do not see the problem as they see it. As for the SDP, I do not believe we will ever be able to agree on the way they want to resolve this issue. The election law or the constitution pretty much outlines who will be elected to the presidency of Bosnia and Herzegovina,” said Damir Mašić, a deputy to the House of Representatives of the Federation of Bosnia and Herzegovina Parliament (Social Democratic Party).
This attitude is typical of the Social Democrats, but now it is clear that even the Social Democrats do not take a significantly different approach to respecting and implementing the principles of the People’s Constitution, the fundamental constitutional principles of BiH.
Mario Karamatić, a member of the House of Representatives of the Federation of Bosnia and Herzegovina Parliament and the chairman of the HSS, noted that he does not see any possibility of a more serious discussion on the changes to the electoral law, as there is no interlocutor in the parliament for this issue. “The international community is satisfied with the existing situation and has no intention of putting pressure on anyone anymore. For them, it’s all over,” Karamatić told RTV Herceg-Bosne.
Bosniak political parties are not part of the three constituent countries of Bosnia and Herzegovina
Marijan Marjanović, a member of the House of Representatives of the Federation of Bosnia and Herzegovina (HDZ BiH), stressed that the reform of the electoral law is one of the 14 priorities for joining the EU. “If we want to move forward, we will have to make major changes to the electoral law, which will regulate Bosnia and Herzegovina in accordance with the provisions of Daytona and the Constitution,” Marjanović told RTV HB.
Masic, however, sees it differently: “For us, the Social Democrats, the most important thing is to address the legitimacy of the electoral process, thereby protecting its integrity and letting the elections be decided by the citizens who vote in the elections”.
This attitude raises the question of whether Bosniak Croat parties in Bosnia and Herzegovina accept a state with three constituent peoples enjoying equal rights in all respects. In his reply to Mašić, Majanovic stressed: “Everyone who supports Bosnia and Herzegovina, then we also support not electing each other’s representatives. Bosnia and Herzegovina consists of three states and all their citizens.”

Croatian politics still has the power to exert pressure on federation partners. “We have the possibility to end our lives in Bosnia and Herzegovina and the Federation of Bosnia and Herzegovina due to the election results given to us by Croatian voters. However, we cannot do this by talking about the construction of Bosnia and defeating the Social Democrats,” Karamatić concluded.
Reform of the electoral law is key to building a functioning Bosnia and Herzegovina, and all politicians who want a stable Bosnia and Herzegovina must eventually accept the reality written in the constitution – that the country consists of three states with equal rights in all respects.
