The regular cabinet meeting was held today, chaired by Deputy Prime Minister Meher Grigorian.

The Government has decided to amend the Decision of the Government of the Republic of Armenia No. N 2346-A of December 28, 2023 “On the Implementation of the Public-Private Partnership Project for the Provision of Biometric Passports and Identity Cards in the Republic of Armenia”.

The deadlines for some parts of the project, such as the deadline for issuing the invitation to offer, have been discussed with the bidders. Taking into account the amount of preparation work, holidays, staff shortages, etc., the bidders requested an extension. In addition, the proposal to change the deadline of no later than 55 working days to a deadline of no later than 75 working days after the preparatory meeting of the evaluation committee was also evaluated as insufficient. According to the opinion of the qualified bidders, in order to correctly analyze the above documents, it is recommended to make a decision on approving the invitation to offer within a period of no later than 95 working days after the preparatory meeting of the evaluation committee. Therefore, based on this decision of the government, it is recommended to extend the above deadlines by a reasonable number of days.

The Government approved the legislative initiative of the Government of the Republic of Armenia on the bill “On the approval of the Credit Agreement No. CAM 1024 01 C between the Republic of Armenia and the French Development Agency”.

The purpose of signing the agreement is to provide Armenia with 75 million euros of credit funds for the Budget Support Program in the form of a policy loan. Budget support funds will be used to cover the deficit of the Republic of Armenia as stipulated in the Law of the Republic of Armenia on the State Budget of the Republic of Armenia for 2024, therefore, timely receipt of credit funds is of great significance from the perspective of financing expenditures provided for in the State Budget categories.

The Government has amended and supplemented the Decision of the Republic of Armenia No. N 2339-L of December 28, 2023 “On approval of measures and procedures for refunding non-cash payments to retirees”. The decision envisaged non-calculation and non-reimbursement of payments for utility services (gas, electricity, drinking water, fixed and mobile phone supply services). At the same time, according to the decision, beneficiaries have the opportunity to receive a larger refund from non-cash payments for the purchase of other goods and (or) services. To this end, it is proposed to increase the refund of non-cash payments from 10% to 12%, and to increase the maximum amount of the refund from 5000 ADA to 6000 ADA.

The Government approved the proposal to sign the Agreement between the Government of the Republic of Armenia and the Government of the Russian Federation on the Conditions for the Functioning of the Russian-Armenian University in the Republic of Armenia.

The new agreement provides greater clarity on the core approach to university management, applying the principle of equality in the implementation of educational programs in accordance with the legislation of the Republic of Armenia and the Russian Federation. The agreement provides that the rector shall be elected by the Management Board in accordance with the statutes and appointed by a joint decree of the authorized bodies for a term of up to 5 years. The same person may not serve as rector for more than 2 consecutive terms. The working relationship with the rector is regulated by the labor contract concluded between the rector and the authorized Armenian body acting as an employer and on behalf of the founders of the university. The Armenian side is represented by the Ministry of Education, Science, Culture and Sports of the Republic of Armenia, and the Russian side is represented by the Ministry of Science and Higher Education of the Russian Federation. The new agreement clearly defines the rules for admission to universities, as well as academic rights and freedoms.
