Abdul Kebir: Libyan foreign affairs personnel in charge of Ras Jedir issue lack experience
The president of the Tunisian Observatory for Human Rights, Mustafa Abdelkebir, said that the delay in the reopening of the Ras Jedir crossing is due to great reluctance in the implementation of the security protocol signed between Tunisia and Libya. According to him, the crossing will not be reopened today (June 25, 2024).
On the same day, Mostafa Abdelkebir, speaking on Hatem Ben Amara’s “Sbeh El Ward” show on Jawhara Fm, confirmed that, at the moment, it is difficult for even ambulances and diplomats to cross the Tunisia-Libya border from Ras Jedir. However, the agreement signed on June 12, 2024 by the two Tunisian and Libyan interior ministers, Khaled Nouri and Imed Trabelsi, mentions passage for emergency and humanitarian cases, with a full reopening scheduled for June 20, 2024. The reason for this problem is the inexperience of the Tunisian entities responsible for negotiations and diplomacy with Libya.
The president of the Tunisian Observatory for Human Rights said that the Libyan authorities refused to reopen the Ras Jedir crossing until the different factions in the area signed an agreement. Mustafa Abdelkebir explained that the government faced two choices: to start an armed conflict in the country or to announce a postponement of the reopening of the crossing until further notice.
Mustafa Abdel Kebir explained that the delay in the reopening of the Ras Jedir crossing is caused by the conflict between different entities, namely the Libyan government on the one hand and the town of Zoula, the municipality near this crossing or the Libyan Supreme Council of Amazigh on the other. He accused the Libyan government of wanting to impose a new management model on Ras Jedir by excluding the Amazigh. According to him, some entities consider the government illegitimate and do not recognize it.
The president of the Tunisian Observatory for Human Rights assured that the Libyan parties in the region will prevent the reopening of the Ras Jedir crossing, scheduled for today, June 25, 2024. He estimated that a week may or may not be enough to develop a solution that meets the expectations of all the entities involved. He spoke of the intransigence of the Libyan government, in particular that of Libyan Interior Minister Imed Trabelsi.
It should be reminded that the Ras Jedir crossing has been closed since March 19, 2024, following clashes between Libyan armed groups near the border. Several meetings have been held between the Tunisian and Libyan sides to reopen the passage. Libya has repeatedly promised to reopen it.
On June 12, 2024, the interior ministers of Libya and Tunisia signed a security agreement in the presence of the head of the Libyan government, Abdulhamid Dabaiba. It concerns the opening of four lanes at the Ras Jedir crossing and the issue of suspected homophones (similar to the names of people at risk and involved in terrorist activities). In addition, Khaled Nouri and Imed Trabelsi agreed to establish six electronic registration centers for Libyan vehicles and not to impose penalties or fines that are not subject to the agreement.
Since then, the Libyan authorities have contented themselves with increasing announcements delaying the opening of the crossing.
