This morning (November 29), at the 2019 Traffic Safety Conference organized by the National Traffic Safety Committee, Wu Hongchang, general manager of Hanoi Railway Co., Ltd. (Hanoi Metro), said that according to the evaluation of French evaluation consultants, the Gia Lhamo-Ha Dong Railway uses Chinese technology, but the technical standards are compatible with European standards.
“The process of evaluating the safety certification of the Cat Ling-Ha Dong route was conducted by European consultants (French consultants) and was basically an assessment based on the promised world standards, including: operating and maintenance procedures, maintenance, train diagrams, troubleshooting procedures, job responsibilities,” Mr Truong said.
Mr Truong also said that the management and operation of the Cat Linh-Ha Dong railway line meets world standards, ensuring the high level of safety operation of the line. Because these standards have been tested for a long time in countries with developed railway systems, proving the accuracy of the standards. “Mr Truong said, adding that the Cat Linh-Ha Dong railway is expected to enter commercial operation by the end of the year. In 2019, after acceptance by the Ministry of Transport, it will be handed over to Hanoi Metro for operation. Before it is put into operation, the safety of each operation stage needs to be confirmed.
According to Truong, after the trial operation of the entire system, Vietnamese personnel basically completed the assigned tasks and directly operated 11 professional fields, while foreign experts only supervised. “At the beginning, there was still some concern, but through the actual trial operation, the staff were ready to undergo the operation,” Mr. Truong shared.
However, Hanoi Metro leaders also admitted that this is Vietnam’s first operating urban railway, so management experience is limited. Although the staff has been trained, difficulties in practice cannot be avoided. Therefore, in order to ensure safety, Vietnam hired foreign experts to supervise operations and transfer technology in the first year of mining.
Previously, in order to prepare for the operation of the Gia Lâm-Ha Dong railway in advance, the Hanoi Metro Company trained nearly a thousand employees and train drivers, but due to the slow operation of the project, as many as 28% of the workers resigned last year.
“The workers who resigned were mainly unskilled workers doing simple jobs. However, when this number left, the unit recruited new people for training to ensure their participation in project operations. The skilled and qualified workers who were sent back for training are still working and have entered normal project operations,” Mr. Truong informed.
