The Vietnam Register requires registration units to carry out inspections in accordance with the sequence, methods and contents specified in Notice No. 16/2021/TT-BGTVT.
On February 16, the Vietnam Registration Department announced that it had just sent a document on improving the quality of motor vehicle inspections to motor vehicle registration units across the country.
In order to implement the instructions of the Ministry of Transport on strengthening the quality control of motor vehicle inspection activities in circulation and ensure good service for the vehicle inspection needs of people and enterprises, the Vietnam Registration Department requires motor vehicle registration units to compile vehicle records and conduct vehicle inspections in accordance with the order, method and content specified in Notice No. 16/2021/TT-BGTVT. Registration units are strictly prohibited from arbitrarily refusing to conduct inspections that do not comply with regulations (for example, refusing to inspect vehicles that are only designed with 01 reversing lights, vehicles with decorative decals, etc.)
If the inspection fails, the inspection unit shall issue a warning on the inspection management system and prepare a notice of defective or damaged items in the format specified in Annex 8 of Document No. 16/2021/TT-BGTVT and deliver it to the vehicle owner. Please do not copy it without authorization or write it by hand in any way other than in accordance with this form.
In order to prevent and detect violations, during the inspection process, it is necessary to review and compare with the Vietnamese register of imported motor vehicles, manufacturing and assembly vehicle types, and archived databases of motor vehicles to ensure full consistency with the original documents. Eliminate errors such as differences in the body weight of the car carrying the pallet, vehicle structure, cargo box size, and layout of the bottom rollers of the box.
If any discrepancies are found, they must be reported to the Vietnam Registry for resolution and handling in accordance with legal provisions.
The registration department also prohibits any direct interference with the equipment hardware and software; improper operations to change the test results or modify the test database, such as: partially blocking the reader (magic eye) of the diesel engine emission detection device, operating twice to obtain the braking force data of the two wheels on the same axle, checking while pulling the main brake, pulling the parking brake, checking the reverse gear when braking… The registration unit shall bear the legal responsibility for such actions.
In addition, the registration unit must publicly, completely and clearly publicize the contents specified in Article 12 of Circular No. 18/2019/TT-BGTVT. If the inspection period is incorrect, the registration unit must proactively contact the vehicle owner to apologize and reissue the certificate and inspection stamp for the correct period. The registration unit must also bear all costs associated with this reissue.
