The 22nd Emergency Enlarged Meeting of the 8th Central Political Bureau of the Workers’ Party of Korea was held

Addis Ababa, July 31, 2024 (Addis Ababa) Recently, floods and heavy rains have severely damaged parts of the country, including Northern Binh An and Tzu Giang provinces.

In response, the 22nd emergency enlarged meeting of the 8th Central Political Bureau of the Workers’ Party of Korea was held in the disaster-stricken areas of Sinuiju City, North Pyongan Province from July 29 to 30, and decided to take emergency recovery and reconstruction measures.

In Sinuiju City and Uiju County, located in the lower reaches of the Yalu River, many public buildings, facilities, roads and railways were flooded, including more than 4,100 residences and nearly 3,000 hectares of farmland.

Kim Jong-un said that in response to the situation in which many places have suffered from flood disasters at the same time in recent days and the increasing flood risk, the government held an emergency expanded meeting to study disaster prevention and post-disaster recovery measures, and gave a detailed introduction to the current national and local flood disaster situation.

He evaluated the earthquake relief measures and recovery and reconstruction work taken by relevant regions and institutions at all levels since the disaster occurred, and analyzed the achievements and shortcomings.

Kim Jong-un listed the problems that although a national emergency disaster response guidance system has been established, the disaster risk that could have been reduced in the early stages was aggravated due to the lack of unified command; the provinces, cities and counties had never suffered major floods in the past and had long been indifferent to disaster prevention work, allowing disasters to occur. He also proposed that those who seriously neglected the responsibilities entrusted by the Party and the State and even caused intolerable casualties should be severely punished.

Kim Jong-un said that the people trust our party and are still paying attention to this meeting even now. He stressed that we should bear in mind the people’s expectations and the important mission we are facing, take all measures resolutely and meticulously to eliminate the consequences as soon as possible, and put forward important tasks and ways.

Kim Jong-un stressed that measures should be taken to urgently supply emergency disaster reserve materials to stabilize the lives of residents in flood-stricken areas as soon as possible, and actively mobilize the cabinet, relevant provincial groups and state agencies to carry out work.

Kim Jong-un elaborated in detail on the practical problems encountered in the restoration work, including how to correctly measure the extent of damage and losses in various places, and on this basis scientifically determine the scale of restoration, personnel and funds; how to quickly mobilize design forces in the capital and local areas, give priority to design, and ensure that the restoration work proceeds quickly; how to dispatch construction forces to the site as soon as possible and ensure the supply and transportation of materials.

Kim Jong-un stressed the need to thoroughly prevent further damage caused by disastrous climate in the future, and required the meteorological forecasting department to make forecasts responsibly, and all departments and units to attach great importance to it, make full preparations, and especially ensure that no casualties are caused.

Kim Jong-un called for great efforts to advance the emergency reserve of necessary equipment and materials for disaster relief, and made public related important measures.

Kim Jong-un concluded the first day of the meeting by asking all participants, including members of the Political Bureau, to visit the flood victims in their temporary tents in Uiju County, and while directly observing their living conditions, feel deeply their responsibility, comfort and encourage them, study in depth the specific measures for their revival, listen to their sincere voices, and present them to the Political Bureau.

The second day of the meeting was held on July 30.

The Political Bureau meeting studied the draft decision on launching flood recovery and reconstruction work as soon as possible.

The meeting unanimously passed the “Decision on Quickly Eliminating the Impact of Floods in North Pyongan Province and Jagang Province.”

The meeting decided that Li Xiying, former first deputy director of the Central Organizational Leadership Department of the Workers’ Party of Korea, will be appointed as secretary-general of the North Pyongan Province Committee of the Workers’ Party of Korea, Park Songzhe, former secretary of the North Pyongan Province Committee of the Workers’ Party of Korea, will be appointed as secretary-general of the Jagang Province Committee of the Workers’ Party of Korea, and Fang Tousie, former first deputy director of the Central Military and Political Leadership Department of the Workers’ Party of Korea, will be appointed as Minister of Public Security.

At the end of the meeting, Kim Young-eun He said that when we encounter crises, we always bravely rise to the challenge and always create miracles. As long as the party leadership, the army and the people are loyal to the party, there is nothing we cannot do.
