“As a novice leader, I was a quack,” admits Estonia’s top state official, State Secretary Taimar Peterkop. That meant going into detail, making employees wait for deadlines and results, and making toxic comments.

“But the more I worked with people who were smarter than me, the more I realized you had to be more sensitive in your approach to people,” he explains. “Setting goals, following through on them, and getting the work done had to be more seamless and co-created.”
