August 21, 2024 (Cairo) – The consultation meeting between Sudan and the United States on the implementation of the Jeddah Agreement was postponed due to differences over the composition of the Sudanese delegation.
The talks, scheduled for Wednesday in Cairo and mediated by Egypt, are aimed at discussing the implementation of the Jeddah Agreement, a humanitarian ceasefire signed in May 2023 to end the conflict in Sudan.
However, disagreements arose over whether to include members of Sudanese military intelligence and armed movements in the Sudanese delegation. The United States and Egypt reportedly objected to these belated additions, leading to the postponement of the meeting, according to an unnamed Sudanese official who spoke to Sudan Tribune.
Tom Perillo, the US envoy to Sudan, confirmed that he had left Cairo and said on Twitter that he would return to Switzerland to continue discussions on humanitarian aid. He expressed gratitude for the opportunity to meet with Egyptian President Abdel Fattah el-Sisi and other officials during his visit.
The Sudanese government expressed its commitment to consultations and openness to peace initiatives, but stressed the need for prior coordination and transparency in arranging such meetings.
The delay comes as talks on the Sudan crisis are underway in Geneva, involving the United Nations, the African Union, the Intergovernmental Authority on Development, Saudi Arabia, the United Arab Emirates, Egypt and the Rapid Support Forces. The Sudanese army boycotted those talks and refused to allow the Emirates to participate.
Official clarification from the Sovereignty Council
Sudan’s sovereign council reiterated its commitment to dialogue and engagement with the United States and Egypt in a statement issued on Wednesday, but noted that a meeting originally scheduled for Cairo had been postponed due to “circumstances related to the US delegation.”
The committee said that at the invitation of the United States and Egypt, it had formed a delegation to travel to Cairo to meet with US officials to discuss the implementation of the Jeddah Declaration signed on May 11, 2023.
“Two members of our delegation arrived in Cairo last Monday, where they were awaiting the rest of the delegation,” the statement said.
The Council stressed that these consultations were not related to the ongoing Geneva talks and that their sole purpose was to clarify Sudan’s views on the implementation of the Jeddah Declaration.
The statement said the Sudanese government’s willingness to participate in these discussions highlighted its openness to peace initiatives.
“The Sudanese government remains committed to meeting the aspirations of the Sudanese people and is ready for any future consultations, as long as they are coordinated in advance and not imposed unilaterally,” the statement concluded.
