The education minister said: With the implementation of the ratings, teachers’ salaries have increased by 26%, although teachers are paid more than that.
“We have designed an incentive package for the Ministry of Education and Culture to retain retirees and those about to retire, which is now in the hands of the government. If approved by the government, it will serve as a basis for retaining teachers,” Reza Murad Sahlai said at a public meeting of the Islamic Council on Sunday.
He said that we have revised the guidelines for the transfer of teachers in favor of cities that lack teachers, and said: Over the past decade, the share of the education budget in the national budget has been decreasing. In 1402, the education budget reached 12.9, which is an average of 15.5 in our region.
He said: “We have been facing a budget deficit and we have been working hard to resolve it. Despite these problems, we have paid the demands and arrears of 47 teachers. Now we have 73 deficits in the Ministry of Education. Despite these problems, we have paid the monthly tuition fees to teachers and from the financial sources of the Ministry of Education, we have provided more than 25 low-interest facilities for teachers.
The Education Minister went on to say: The 13th Government took over the Ministry of Education after two years of classroom closures and social despair. The reopening of schools and the return of teenagers and young people to the classroom was a difficult decision we made in early 1401.
He stressed: Parents were concerned about this decision because they launched a joint war in society, but in the end, after expert discussions, we reopened the school in October 1401.
He added: “Since September 25, 1401, the country has been caught in a war of perceptions and the target of this attack has been our schools, especially girls’ high schools. The Teachers’ Rating Law, finalized in Parliament at the initiative of the Islamic Council and the government, is an effective strategy to separate the ranks of educators from those who protest against their status.”
The Minister of Education reminded: Another challenge we faced was the implementation of the teacher rating law, which sometimes led to some teachers completely wrongly implementing it, lack of adequate remuneration and dissatisfaction with the correct implementation of teacher rating in March 1401. Become a teacher, and finally in April 1402, the Minister of Education resigned and I took over the department in the face of three critical moments.
Murad Sahlai said: The situation of students in the country from 1392 to 1402 shows that the number of students in the country has increased by more than 3 million and 600,000. On the other hand, the pensions of the Ministry of Education have exceeded the number of admissions, which means that we are facing an increase in the number of students on the one hand and an increase in the number of retirees on the other hand. In addition, in the discussion of service forces, we are facing cuts in the Ministry of Education.
He went on to say: “We were short of 176,731 teachers in 2013, which I announced to the employment regulator on 29 October 2012. From 2013 to 2015, recruitment of trainee teachers was almost zero.
He added: “At the Ministry of Education, we studied the human resources situation and, with the cooperation of the employment management agency, we obtained permission to recruit 72,000 people, which is unprecedented in this recruitment. As I am here today, the results of the employment test will be announced this week. On the other hand, we have revised the organization’s instructions and methods to focus on the recruitment of human resources.
