“Somsak” confirmed that he was aware of the shortage of medical personnel. On August 6, the cabinet system personnel expansion plan was accelerated to add 31,074 doctors, 124,558 nurses, 9,800 pharmacists, 18,169 Thai traditional medicine personnel, 36,993 public health workers, and hinted at 3 ways to “increase”. From 2017, the number of nurses “will increase from 12,000 to 15,000 – increase the number of nursing assistants by 10,000 per year – hire retired nurses” and incentives to continue to stay in the system to increase 8,000 nursing positions – increase the salary to 5,000 baht/month – support scholarships – allow promotion to specialists for each position.

On August 4, 2024, the Minister of Public Health, Mr. Somsak Thepsuthin, revealed that at the Cabinet (Cabinet) meeting on August 6, he will present a workforce reform strategy. In accordance with the Cabinet Resolution of July 9, 2024, it was approved to solve the public health manpower problem and submit the public health service tasks and public health service tasks in the entire system to the Cabinet for confirmation for a period of 10 years. Prepare the Ministry of Public Health and related institutions to accelerate the training of a sufficient number of medical personnel. He will then present a personnel reform strategy. This will be a framework for solving public health manpower problems in line with government policy. It will help to properly and quickly solve the shortage of medical personnel. It will be sufficient to provide public health services and support important policies such as raising the 30 baht level, the policy of seeing a doctor anywhere with one ID card, and the Wellness & Medical Hub.

Mr. Somsak further said that a plan to accelerate the production and development of manpower sufficient to provide public health services will be formulated in the personnel reform strategy. The plan will attach importance to all specialties. It will respond to the development of the national public health system in an all-round way. The current number of doctors is 71,616, and the goal is to increase to 102,690 in 10 years, which requires the production of an additional 31,074, resulting in the need to increase production to 4,000 per year, which will lead to a doctor-to-population ratio. The number of nurses has also been reduced from the current 1:922 to 1:650. As for nurses, there are currently 209,187, which is equivalent to a nurse-to-population ratio of 1:316. In the ten-year workforce strategy goal, there are 1:200 nurses per population, which is at least 333,745 nurses, which means there is still a shortage of 124,558 nurses. Three solutions were proposed.

》 1. Increase the production of the nursing workforce from the original annual capacity of 12,000 to 15,000, resulting in 30,000 new nurses in the next 10 years. 2. Increase the production of nursing assistants with a 1-year course, 10,000 per year for the first 3 years, 3. Increase production by hiring retired personnel to work in the system. Including hiring retired nurses as teachers in the education department. Or hospital academic departments, a total of 375 people. In addition, there are plans to retain personnel within the system. Support funds to develop the potential of professional nursing by expanding the framework to fill 8,000 nursing positions, providing additional funds to 5,000 baht per month for professional expenses in shortage areas for 170,000 people. In order to motivate more people to stay in the system, 27,786 scholarships of 60,000 baht per person are provided, supporting nursing scholarships and civil service positions, providing 57,000 scholarships of 160,000 baht per person, while continuously improving the promotion of professional nurses. Be able to be promoted to the expert level in each position. This includes adding a framework for nursing assistants in small community hospitals as well,” the Public Health Minister said.

Mr Somsak further said that the personnel reform strategy is not just about adding doctors and nurses. It is about the increase of medical personnel throughout the system, such as pharmacists, who currently have 24,149 people and the goal is to increase to 33,949 in 10 years or an additional 9,800 people need to be produced. The current annual production is 1,900 people. Dentists, who currently have 18,094 people and the goal is to increase to 22,200 in 10 years or an additional 4,106 people need to be produced. The current annual production of Thai traditional medicine doctors is 5,825 people. The goal is to increase it to 23,994 in 10 years or an additional 18,169 people need to be produced. And public health officers. There are currently 29,756 people and the goal is to increase it to 66,749 in 10 years, which is an additional 36,993 people.
