On June 10, the Sihanoukville Provincial Government decided to temporarily suspend work on the construction site of the Chinese company Yunnan Jingchen, which dumped rocks on Otres Beach. The project was temporarily suspended after the Deputy Governor of Sihanoukville, Mr. I Sok Leng, inspected the construction site and aroused strong reactions from the public, especially tourists. At the same time, the Sihanoukville Provincial Government also asked Yunnan Jingchen Company to remove the stones on the beach and restore the granite road to its original state.

Long Dimanche, deputy governor of Sihanoukville, confirmed to Radio France Internationale on the afternoon of June 12 that Yunnan Jingchen Co., Ltd. did not obtain permission for the construction site of the music pool, water cannons and seawall.

According to Dimanche, the company had just received support from the provincial government for a good development project, but had not yet received a construction permit. The deputy governor of Sihanoukville said the provincial government had decided to temporarily stop the company from continuing construction and asked the company to seek guidance from the government on coastal development.

However, Mr Long Dimanche acknowledged that the development is a tourism product that could help attract more tourists to Sihanoukville.

Please note that on May 8, the Ministry of Land and Resources and Urban Planning and Construction issued a letter of approval for the application to build a 8612.00 square meter music pool and a 420,000 square meter sea barrier in Yunnan to Jingchen Company. However, this letter is not a letter authorizing the construction company, but a letter from the Ministry of Land and Resources requiring Yunnan representatives to request the cooperation of the Provincial Land and Resources Department.

The company’s work in cooperation with the provincial land management department is to clarify the construction site of the music pool and water barriers and apply for a construction permit. In addition, the company needs to study the environmental impact, study the design plan according to technical specifications and unique signs, and provide beauty to the coastal area to attract tourists.

It should be noted that the coastal area where Yunnan Jingchen Co., Ltd. dumped loose rocks is located in Village 6, Sangkat 04, Sihanoukville Province.
