The 129,000 square meters of land in Istanbul’s Eyüpsultan Kemerburgaz, which includes part of the future campus of Bahşehir University, was declared a “retained building area” by the Ministry of Environment, Urbanization and Climate Change on March 6, 2024, and a rezoning plan was prepared. The planning statement report stated that the university buildings in the area were built before 2000 and are at risk of earthquakes.

It is noteworthy that some of the university’s buildings are still located within the short-distance protection zone of the Alibeko Dam basin. At a time when water shortage issues are frequently on the agenda, buildings located within the short-distance protection zone are said to have caused serious pollution to the dam that provides drinking water to Istanbul.

It is claimed that the new plan is needed because buildings built before 2000 in the planning area are at risk from earthquakes and some are protected at short distances, in violation of the Iski Drinking Water Basin Ordinance.

74,000 square meters for residence and trade

In the new plan, the remaining part of the short-range protection area of ​​the Alibeyköy Dam Basin was transformed into a park. The remaining area was declared a “commercial and residential” area. That is, luxury houses, houses and shopping centers can be built in the area. After the project is completed, it is expected that about 1,500 people will live in the area. The total area is 129,000 square meters, the building ratio is determined to be 1.10, and the floor height is determined to be 5 floors. 74,000 square meters of residential and commercial area are reserved. The remaining 55,000 square meters will be used to build schools, mosques, hospitals, parks and parking lots.

IMM: Do not carry extra load

When asked for its opinion on the plan, the Istanbul Metropolitan Municipality (IMM) Planning and Urbanization Department said that planning studies to protect natural and cultural assets will not bring additional burdens to areas that need protection, and it would be appropriate to preserve existing green structures considering the balance between environmental construction value and population density.

Current status of the program

According to the 1/100,000 scale environmental plan, the land is partly located in urban and regional green areas, partly in controlled development and density areas, and partly in prohibited construction areas. In the 2005 scale plan, the remaining plots in the “hospice, social facilities and hospitals” area were declared as “social infrastructure” areas, and the last change was in 2016.
