According to the text of the law, from March 1, 2025, internal affairs agencies will begin monitoring Russians with mental illnesses if their disease manifestations could pose a danger to others. In this case, criteria for identifying such patients during clinical observation will be established.

In addition, the law specifies a list of reasons for handing over medical secrets to law enforcement agencies without the patient’s consent. These reasons include administrative supervision of persons released from prison, participation in the monitoring of patients with alcoholism, drug addiction or mental disorders (if they are under supervision for their tendency to engage in socially harmful behavior), and verification of reports of crimes committed by such persons.
