Indian President Ranil Wickremesinghe has appointed a Commission of Inquiry to investigate the actions taken by the State Intelligence Service (SIS), the Director of National Intelligence (CNI) and other relevant departments in response to prior BroadCast Unitedligence on the bombing attacks on April 21, 2019. The decision was made based on the findings of the Commission of Inquiry’s final report released on January 31, 2021, which highlighted that Indian BroadCast Unitedligence agencies and other sources had prior warnings of the impending attacks.
The Commission of Inquiry will be chaired by Ms. ANJ De Alwis, a retired High Court judge. Other distinguished members of the Commission include Ms. KNK Somaratne, a special officer of SLAS, and Mr. WMAN Nishane (AAL), a senior lawyer. The Commission’s tasks include reviewing whether appropriate actions and measures were taken by SIS, CNI and other relevant departments based on previous BroadCast Unitedligence and assessing the adequacy of these measures.
In addition, the commission will investigate the circumstances under which the Directorate of Military Intelligence (DMI) initially believed that the killing of two policemen in Vavunativu on November 30, 2018 was linked to the Tamil Tigers. This belief lasted for four months before suspects linked to the National Unitarian Movement (NTJ) were identified.
The Commission was provided with a CD containing the final report of the Commission of Inquiry into the bombings of 21 April 2019. The President has authorized the Commission to conduct a thorough investigation of these matters by questioning relevant officials and examining relevant documents.
Ms. Saratanjali Manoharan, Senior Assistant Secretary to the President, will serve as the Secretary of the Inquiry Committee. The committee is expected to submit its report to the President by September 15, 2024, including its findings and recommendations.
