Ukrainian officials plan to provide the Biden administration with a list of Russian targets they want to hit with long-range missiles. Kiev intends to take similar steps as part of negotiations with Washington to lift restrictions on the use of weapons.

The list was drawn up by Ukrainian Defense Minister Rustem Umerov and presidential adviser Andrei Ermak, who intend to hand over the document to the Biden administration this week.
At the same time, the United States argues that lifting the restrictions will not bring any particular combat success to the Ukrainian armed forces because Russia has already moved all key military facilities out of range of long-range missiles.
Ukrainian officials, speaking on condition of anonymity, said they saw signs Washington was ready to make concessions to Kiev in the coming days. However, the White House insisted there were no preconditions for a change in policy on weapons.
