Livingston Police have arrested two organisers of a circumcision camp, popularly known as Mukanda, for allegedly illegally bringing children into the camps.
Kenneth Makai, 67, from Mwandi township and Kays Kapalu, 46, from Zeko township were also charged with trespassing on part of the land near the Nakatindi cemetery, which is owned by the Livingstone Municipal Council.
According to a statement by Southern Provincial Police Deputy Commander Muno Namalongo, the two men set up the Mbuda circumcision camp on June 29, 2023. The camp has been in operation for 12 days. Namalongo added that several parents and guardians accused the two men of taking their children to the camp without their knowledge or consent.
In a related development, the Permanent Secretary in the Gender Division in the Office of the President, Mainga Kabika, has condemned the Mukanda rally in Livingstone.Ms Kabika said the rally was organised by unscrupulous individuals who falsely claimed to have the support of the Zambezi Royal Institution.
Ms. Kabika stressed that the practice of harmful traditional practices on children without the consent of the child or his or her parents or guardians is a violation of children’s rights and a violation of human rights.
The arrests and subsequent condemnations highlight the government’s stance on protecting children’s rights and ensuring cultural practices do not infringe on individual freedoms and human rights.
