New system reduces criminal record certificate processing time

The Director of Criminal Investigation (DCI) has announced that the system for processing criminal records certificates, also known as good character certificates, will be upgraded.

Commissioner Mohamed Amin officiated at the contract signing ceremony between DCI and M/S Idemia Southern and Eastern Africa Ltd on Tuesday, June 18. The contract enables the Police Warrant Certificate System to be upgraded from the current Automatic Palm and Fingerprint Identification System (APFIS) to the Multi-Biometric Identification System (MBIS).

The new MBIS system will reduce the processing time of certificates from 14 days to 1 day.

The DCI explained that the system will effectively clear the backlog and process applications within a day.

In addition, the new system supports on-site scanning at all 52 Huduma Centres across the country as well as DCI headquarters and police stations, significantly reducing the paperwork required to obtain a police clearance certificate.

In addition, the old system could only store 2 million criminal records, while the new system has the capacity to store up to 10 million.

Amin expressed confidence that the new system would resolve issues regarding delays in processing of criminal record certificates.
