Qualifications: To be appointed to this position, the candidate must possess a degree in Electrical Engineering or Building Services.

Salary level: C1 (P139 872)/year

Main purpose of work

Responsible for the design and construction of small and medium-sized power projects.

Key Performance Areas

Project implementation and construction management:
• Keep clients informed of project progress and expenditure.
• Handle technical queries and complaints from customers and resolve them wherever possible.

Maintenance service:

• Handle breakdown and service failures and provide necessary guidance.

Project implementation and construction management:
• Supervise, inspect, test and commission small to medium-sized electrical works
• Conduct regular site visits.
• Develop operations and maintenance plans and monitor their implementation.
• Review consultant reports, project memorandums and tender documents and report to the Senior Engineer.

Electrical engineering design and construction:
• Prepare simple drawings and schematics for new works.
• Assign responsibilities and supervise the work of junior officers.

Budget management:

• Controlling the financial matters of the project related to electrical aspects.
• Inquire and resolve discrepancies and recommend accounts for payment.
• Monitor projects and advise on cost implications as required.

Temporary Quantity Surveyor (C1)

Qualification: To be appointed for this post, the candidate must possess a Bachelor of Science degree in Quantity Surveying

Salary level: C1 (P139 872)/year

Experience: At least one year (1) post-qualification experience in Quantity Surveying.

Main purpose of work

Provide cost planning, cost control and advice throughout the life cycle of government buildings within the Judicial Administration.

Key Performance Areas

Service Procurement and Payment
• Submit award proposal to client for review
• Provide approved proof of payment and claim to customer to process payment.
• Prepare and provide project cost estimates to clients.
• Provide advice on contractual matters.
• Answer customer questions.
Surveyors and preparation of bills of quantities
• Study and interpret drawings of proposed projects.
• Research and prepare query forms.
• Identify and describe work items (take-off quantities) by translating architectural and engineering drawings into actual work to be done on site.
• Prepare and collate Bill of Quantities.
• Compile and analyze historical cost data.
• Obtain prices and quotes for items from suppliers and manufacturers.

Contract Management

• Prepare contract documents ready for signature.
• Prepare a Notice of Breach of Contract.
• Analyze requests for extensions and make recommendations on the validity of such requests.
• Assess the validity of other contractual claims.
• Make necessary adjustments to the agreed contract amount.
• Prepare letters of intent to appoint contractors

Cost Control

• Monitor and evaluate work completed on site.
• Prepare interim payment certificates.
• Remeasure the interim quantities.
• Responsible for evaluation and valuation of variation orders.
• Provide the most economical solution suggestions during the construction phase.
• Prepare and compile cost reports.
• Monitor fluctuations and escalations in project development and determine if these changes are financially feasible.
• Prepare and compile final accounts.
• Develop work plans for project planning and implementation.

Co-ordination of quantity surveying consultancies working on public sector projects.

• Review consultants’ claims to identify inconsistencies and arithmetic errors.

Cost Planning

• Prepare preliminary cost estimates for proposed projects.
• Estimated bill of quantities price before bidding
• Provide cash flow forecasts.

Procurement and construction services

• Preparation and compilation of tender documents.
• Prepare tender notice and invite bidders
• Answer bidders’ queries and issue addendums
• Receive and evaluate tenders
• Prepare tender evaluation report.
