The municipal and communal elections will be held on Wednesday, December 11, 2024. The decree to call the electorate was published yesterday in the report of the government commission that focuses specifically on these elections.
Following the prime minister’s request to reschedule, CENI set a new timetable. The vote, originally scheduled for November 6, will finally take place on December 11. The date postponement has been approved by the Council of StateThe vote will therefore take place during the rainy season, while according to the electoral organic law it must be held during the dry season of the year (May 31 to November 30), except in cases of force majeure declared by the competent court after the transfer to the Independent National Electoral Commission. Waiting for the formation of a new government and the difficulties associated with the organization of the last legislative elections are other reasons given by the Council of State for postponing the election date.
Another decree regulating the deposits of candidates and the terms of their reimbursement has also been issued, but the amounts are not specified. Under CENI’s proposal in February, contenders in municipal and communal elections will have to deposit Ariary 5 million to participate in the elections. However, a government committee will have the final say. The amount of the deposit can vary from municipality to municipality, depending on the category of the municipality, the number of voters and the number of elected councillors. In 2019, these deposits ranged from Ariary 300,000 to Ariary 5 million. The highest deposits are for municipalities outside of cities like Antananarivo, set at Ariary 10 million.
