The Prime Minister assured that the “Emergency and Health Transformation Plan” proposed by the government is being implemented, but he recalled that it is a two-year plan and does not solve all problems.

Luís Montenegro has no doubt that the objectives of the executive, which in the first 60 days of governance presented “a plan for emergency and health transformation to be implemented this year and 2025”, have been “achieved”.
In this sense, he pointed out that there will be 75,000 new operations by the end of 2024, noting that the industry is in “better shape” than in 2023.
The prime minister was speaking at the Pontal Festival in Quarteira, which marks the political return of the Social Democrats, and he repeatedly mentioned that the government was “acting strategically and structurally”.
Montenegro also said that construction of the new Lisbon East Hospital would begin “soon” and promised that “the problems of the Algarve Central and University Hospitals will be definitively resolved”, he stressed.
Regarding doctors, the Prime Minister said that 1,500 doctors will retire next year, and the same will be true for the following two years. He recalled that to address this problem, 1,684 places for medical education were created throughout the country (mainland and islands). He also added that the government wants to expand courses in this field to the University of Trás os Montes, the University of Alto Douro and the University of Évora.
Montenegro noted that “some people, politically and intellectually dishonest, want to create the idea that we are committed to solving health problems in 60 days,” which he said is a “ridiculous argument.”
The head of government recalled the agreements reached with teachers, court officials and prison guards and noted the purpose of reaching an understanding with doctors and nurses, in addition to stressing that the government “values” civil servants.
New measures on transport and pensions
The executive leader also announced that a “green mobility plan” would be presented in September, including rail, aimed at reducing emissions in transport. Likewise, he promised, a €20 monthly rail pass would be introduced, allowing access to “all city, regional, interregional trains and Intercidades networks”.
On the other hand, Montegro reiterated that “we will not reduce a penny of any pension” and that in order to more clearly benefit those with “lower pensions”, the government will move forward in October to pay an “extraordinary supplement for pensioners”.
For those whose pension is equal to or less than the IAS (currently €509.26), this will be worth €200. For those who receive a pension between the IAS and twice (€1018.52), the subsidy will amount to €150. Pensioners whose pension is worth between two and three times the IAS (1527.78) will be entitled to a payment worth €100.
