Prime Minister Kristen Michal (RE) said that changing the areas of ministerial responsibility might initially cause confusion, but in the long run it would help speed up the decision-making process, which is also expected to lead to economic growth.
“Such a change in the areas of responsibility will certainly lead to some confusion at the beginning, but any change is also a positive catalyst. People review the activities they have done. They review the areas so that everything they have done so far can suddenly be completed. The positive side is that they are mostly located in the same ministry building, making it possible to create new synergies between departments.”
“The goal remains economic growth, faster planning process, faster delivery. If there is some confusion in the consolidation or revision process or asking why we are doing it slower or doing it this way, then that question must also be answered. So change always brings some confusion but at the end of the day, things will move faster and that will help economic growth,” he added.
Michal also mentioned the goal of reducing bureaucracy and speeding up planning.
“Based on these priorities, we developed our plans and, as a result, the scope of responsibilities changed. In a modern country, it is a fairly normal process to make such changes based on changing priorities,” Michal said.
ERR asked Michal whether the inclusion of digital issues in the jurisdiction of the Ministry of Justice was a demand of the Eesti 200 party during the coalition negotiations. In the previous government, the post of Minister of Entrepreneurship and Information Technology belonged to Estonia 200, but now it has been changed to the post of Minister of Economy and Industry, which is held by Erkki Kjærdø, a member of the Reform Party.
“This is the logical distribution of things. In the digital sphere, we are very much bound by rules. In the future, it will also be necessary to review the activities of the state and, among other things, automate them, make them easier, revive the digital tigers, cut bureaucracy, and rethink the rules regarding the future development of artificial intelligence. These two areas will come together to create what we need to do for the Estonian state and the Estonian people. Look forward to it,” Michal answered.
“This allocation of responsibilities is based more on these goals — growing the economy, cutting bureaucracy — than on anybody’s political preferences.
Advantageous areas will gain momentum and new areas will grow,” he added.
“As we all know, there are often a lot of different rules in the field of law, so even new, modern, fast-growing fields may not be very free to do certain things. So it’s logical for them to move closer to each other and try to make it in some way like the intersection of economics and environmental protection.

The Department of Economic Affairs and Transportation, in coordination with the Department of Regional Affairs and Agriculture, decided to transfer valuable agricultural and state lands to local government units.
Michal said there are many land-related areas within the scope of the Minister of Economy and Industry’s responsibilities as the growth of industry and economy requires a faster planning process.
“Many times, the reason is the slowness of the planning process and the various steps.
Why aren’t some new investments made, why aren’t some industries modernised, why aren’t some Estonian entrepreneurs doing something, or why aren’t some people from abroad investing here. So everything about the new Land and Space Office is the responsibility of the Minister of Economy and Industry,” Michal said.
“So, based on the same objective, we also made changes in planning, and along with planning, there was also the issue of land,” Michal said.
Michal could not yet say how much the change in terms of responsibility would cost.
“If there are additional costs, they can be merged later by the chancellery. I expect these costs will be quite low because all these areas are located in one building or around one building. They can be integrated very smoothly with the new functions as well,” Michal said.
