As of August 21, there were 122 flood disasters across the country, causing 30 deaths and 104 injuries. A special ministerial meeting will be held today to further strengthen the existing system to minimize the loss of life.
Following the recent flood disaster in my country, which caused heavy casualties and property losses, the relevant departments are further strengthening protective measures to minimize the losses. These assurances were made yesterday by the Transitional President, Colonel Assimi Goita, at the end of a visit to the Crisis Coordination and Management Center (Cecogec) in the Bamako airport area.
The ceremony was attended by Prime Minister Jorgel Kokara Maïga, the President of the National Transitional Council, Colonel Malick Diao, and several members of the Government, in particular the Minister of State, Territorial Administration and Decentralization, Colonel Abdoulaye Maïga and his colleague from the Security and Civil Protection Department, General Daoud Aly Mohammedine. The head of Cecogec, firefighter Colonel Issa Raoul Dana Dabo, and others were also present.
At around 11 a.m., the vehicle carrying the head of state arrived at the site. Colonel Assimi Goita was given the right to be escorted by a guard of honor from officials, especially the head of government and the president of the CNT. The transitional president then toured the premises of the center.
Cecogec was created by Decree No. 2018-0851/MSPC-SG of March 27, 2018, and is the operational tool of the Interministerial Committee for Crisis and Disaster Management. The activation of the program can be ordered at any time by the Minister in charge of security, on the advice of the Prime Minister. The mission of this center is to provide political decision-makers with all the information and temporary response options, allowing them to arbitrate, coordinate, guide and decide on the containment of the effects of major crises until the return to an acceptable level or even normal conditions. Cecogec therefore coordinates the overall response provided between all entities that contribute to the resolution of the crisis.
From the Center’s 2024 Winter Flood Situation, as of August 21, 122 flooding incidents were recorded in 17 regions (Ségou, Koutiara, Koulikoro, Bandiagara, Sikasso, Kes, Kidal, Bougouni, Mopti, Gao, Timbuktu, Naira, San, Diola, Kita, Nioro and Dountsa) and the Bamako region, affecting 7,077 households or 47,374 people, including 19,347 children. Unfortunately, the agency regretted 30 casualties, including 12 in Ségou, 6 in Gao, 5 in Bamako, 3 in Koutiara, 1 in Koulikoro, 1 in Kayes, 1 in San and 1 in Kita, with a total of 104 people injured.
Cases of collapse were also recorded, with 619 in Gao, 41 in Kayes, 7 in Timbuktu, 6 in Bamako, 4 in Ségou, 3 in Mopti and as many in Koulikoro. In addition, there were 3 cases in Kita, 1 in Sikasso, 1 in Douentza and one in Bandiagara. Lightning events also occurred during the same period, especially in Sikasso, Kayes, Ségou and Douentza. Strong winds were also recorded in Timbuktu, Gao, Naira, Bandiagara and Nyoro.
According to Cecogec officials, the Ségou region was the worst affected, with 2,176 households affected, a total of 9,936 people affected, and 12 deaths. In the Bamako region, 29 floods occurred, resulting in 5 deaths and 84 injuries. We also note that 563 households were affected, or 4,639 people.
Minimizing losses – At the end of the visit, the Transitional President said that this initiative is part of the assessment of the flood situation by the Center, an operational tool that operates under the orders of the Inter-Ministerial Committee. Colonel Assimi Goita then congratulated and encouraged all the men and women who acted in extremely difficult circumstances to rescue and help our compatriots.
He also used the opportunity to express his condolences to the affected families and most importantly, wished a speedy recovery to the injured who suffered the casualties caused by the flood disaster in our country.
The Head of State also praised the good coordination among the various ministries and invited them to face these challenges with greater determination and commitment. This is all the more necessary given that they are occurring in “difficult times”. “But this is no excuse for us not to minimize the loss of life,” Col. Assimi Goita acknowledged.
Before calling on our compatriots to remain vigilant, the first thing is to respect the recommendations of the competent authorities. In the coming days, the authorities plan to make other decisions to further strengthen the existing system. The inter-ministerial committee established on the instructions of the transitional president is already working in collaboration with Cecogec. The head of state announced that different ministries, such as the Ministry of Health, the Ministry of Finance and the Ministry of Security, are working together to provide the necessary support to the victims.
Colonel Assimi Goita explains that in the event of a crisis, the Civil Protection will intervene. In addition, there is a phase of assistance in terms of clothing and equipment, which is in charge of the Ministry of Health, to protect our compatriots. “All these phases of coordination are therefore tools developed by the authorities that will allow us to face this crisis,” he declares. And continues: “But in addition to all the measures we have been able to take, in the days ahead we will also take other measures.”
In other words, President Goita said that he will chair today a special ministerial council to look at how to further strengthen the entire system in place, thus further reducing the loss of life. Colonel Assimi Goita recalled that we cannot stop this phenomenon caused by climate change, assuring that their role and mission is to minimize the risk of material damage and human casualties.
“The state is working hard. In the coming days, we will further strengthen all these systems,” he announced. Although there is no “zero risk”, the head of state intends to do everything to safeguard, protect and assist our compatriots.
