According to government records, a man named Filis Filis was arrested on the evening of March 2, 2024, when police stopped his car on the highway as he passed some vehicles on a section of the highway where vehicles were prohibited.
But during the investigation, the police found some drugs, methamphetamine and marijuana.
Officers asked Felix for his driver’s license but he told them he had forgotten it at home. Police then informed him that he would be taken to the Fagatogo Police Station and his car would be locked.
When the officers and defendant arrived at the Fagatogo Police Station, they told Phyllis that the property in the vehicle would be documented.
There, the police found a plastic bag (sealed plastic bag) containing powder and a green bag (Army camouflage).
Police also found a meth pipe, commonly used to smoke methamphetamine, in the back seat. They also found a surgical “straw” containing powder. There were also surgical “straws” containing powder under the driver’s seat.
They also found $260 in cash in the car. The defendant asked if he could give the money to his cousin, and he gave the money to a family member that night.
The police captain was then informed of the property found in the vehicle.
When the officer and captain arrived, they handed over all items found in the car to the captain, who drove it, and conducted tests, which confirmed that the powder was methamphetamine.
Ami’s bag and plastic bag were also searched, which contained green leaves and a pipe usually used to smoke marijuana. After testing, the green leaves were confirmed to be marijuana.

The charges against the defendants include:
Count 1: Possession of Drugs with Intent to Dispose – a felony punishable by imprisonment for five (5) to twenty (20) years or a fine not to exceed $20,000; or both.
Count 2: Possession of a Group of Drugs, Meth – Aggravated offense punishable by imprisonment for a term of five (5) to twenty (20) years, or a fine not to exceed $20,000, or both.
Count 3: Possession of a Controlled Substance (Marijuana) with Intent to Sell – a felony punishable by imprisonment for a term of five (5) to twenty (20) years or a fine not to exceed $20,000; or both.
Count 4: Unlawful Possession of Drugs (Marijuana) – A serious offense punishable by imprisonment for a term of five (5) to twenty (20) years or a fine not to exceed $20,000; or both.
The defendant is being held on $20,000 bail pending trial.
