On August 21, Belarusian President Alexander Lukashenko signed Decree No. 328 “On individual handicraft activities.” It includes, among other things, a regulation defining the nuances of the sale of goods made by craftsmen, taxation, etc.
how Report According to Lukashenko’s press service, the Council of Ministers must determine the list of types of handicraft activities by September 1. From October 1, individuals will be registered as craftsmen according to this list.
“In this list, it is planned to include in particular woodwork, stonework, ceramics, yarn making and certain traditional national crafts of forging, artistic processing and painting,” the head’s press service states.
They added that local authorities will be able to identify other types of craft activities on their territory. The press department also said that craft activities can be carried out after paying professional income tax or craft tax.
Under the Act, local authorities will decide whether an individual should pay craft tax based on the following grounds:
- Possessing the status of a folk master,
- Member of the Belarusian Union of Masters of Folk Art,
- Working as a master of folk crafts (handicrafts) in a budget organization,
- receive a pension or long service pension,
- Disability level I or II,
- Accommodation in sparsely populated areas (up to 50 people).
To start practicing craft activities, you need to pay either professional income tax (i.e. register with the tax authorities) or a craft fee.
The decree prohibits the use in handicraft activities of:
- Ivory and tusks,
- hippo,
- walrus,
- Narwhal,
- Wild Boar,
- Rhino horn,
- The teeth of all animals,
- Precious metals and gemstones.
Artisans will be able to sell their wares at:
- Shopping places,
- exhibition,
- Leased space in a retail facility,
- In shopping malls,
- internet,
- etc.
The decree allows them to transfer goods to legal entities and individual entrepreneurs and sell them under civil contracts. The document also states that craftsmen will be able to teach craft activities to other people (apprentices) free of charge. Moreover, the raw materials, supplies and tools required for training are purchased by the craftsmen at their own expense.
Telegraf.news previously reported that on July 1, 2024, the Belarusian government approved a list of permitted activities for individual entrepreneurs and self-employed persons. Thus, individual business owners retain activities such as retail trade, catering services, and car and motorcycle repair.
