KUWAIT CITY, August 8: The three-day deadline for the Minister of Public Works and Minister of State for Municipal Affairs Dr. Noura Al-Mishaan to dismiss all expatriates with university degrees in the city is coming to an end today, and the municipality is awaiting instructions from the Director of Kuwait Municipality Engineer Saud Al-Dubos. The decision will determine the fate of expatriates in various positions, including those with qualifications in law, engineering, accounting and other administrative fields, as well as foreign legal advisers in legal departments and attached offices.

Municipal sources expressed concerns that the firings, which were carried out in just 72 hours, could disrupt municipal operations. Such a short period of time would not be enough to train new Kuwaiti staff to replace the departing expatriates. Given that many of the affected employees were contract workers managed by the Civil Service Bureau, the municipality is currently reviewing the decision from a legal perspective to determine the appropriate course of action.

Previously, the city government had coordinated with the bureau to implement a gradual replacement plan to increase the number of national employees without affecting operational efficiency. The new national employees will need to be gradually trained to perform their duties effectively, and the city government plans to hold specialized training courses for positions such as engineering, control, administration and finance.

Al-Mishaan’s decision follows two previous similar moves that led to disruptions and delays in replacement efforts. The first was in 2020, when then-Minister Walid Al-Jassem ordered the dismissal of half of the municipality’s expatriate employees. Subsequently, former Municipality Minister Dr. Rana Al-Fares proposed a three-phase plan to Kuwaiti-ize municipal work. The plan begins with the dismissal of 33% of non-Kuwaiti employees starting in 2022, with the exception of non-Kuwaiti employees with Kuwaiti mothers, citizens of GCC countries, stateless permanent residents registered with the Central Bureau of Illegal Residents, service industry employees, and 50% of funeral sector workers.
