Palau Koror— A ribbon-cutting ceremony was held at the Koror Prison on Friday, August 16, 2024, to celebrate the completion of a major facility improvement project, marking a major milestone in improving the welfare of inmates at the prison. The project was funded by COVID-19 funding received by the Department of Health and Human Services through the Epidemiology and Laboratory Capacity Program (ELC) of the U.S. Centers for Disease Control and Prevention. The funding is intended to enhance COVID-19 mitigation measures within incarceration facilities.
The upgrade of the Koror Prison Visitation Centre ensures that incarcerated people have access to legal representation, host family visits and medical care, both in person and via video conferencing, thereby reducing the risk of COVID-19 transmission. In addition, long-needed improvements were made to the kitchen to ensure it meets food safety standards.
The ceremony was attended by Vice President and Minister of Justice, Mrs. J. Uduch Sengebau, Minister of Health and Human Services, Gaafar Uherbelau, Prisons Director Ricky Ngiraked, Health Systems Administration Director Arnice Yuji, Director of the Primary and Preventive Health Care Division, Edolem Ikerdeu, Acting Director of the Health Information and Intelligence Division, Tmong Udui, and ELC administrators who were instrumental in the completion of the project: Komtil Masayos, Omtilou Tellei-Dizon, Mederang Takeo and Talei Wasisang. Also present were contractor Aldrin Tellei and engineer Victor DeLeon of A’s Construction Company. A’s Construction donated additional painting services as a contribution to the project.
The Vice President and the Attorney General stressed that although prisoners have committed crimes, they are still an integral part of the community and their fundamental rights should be respected. The renovation reflects the government’s commitment to treating prisoners with dignity and ensuring they receive necessary services. Minister Uherbelau also noted that both departments adhere to high standards and this successful collaboration highlights their commitment to maintaining professionalism and improving services for all.
The ceremony reaffirmed the government’s commitment to improving conditions in correctional facilities, ensuring that care for prisoners is based on shared values of humanity and respect.
