Jirama General Manager Ron Weiss presented the first draft of Jirama’s recovery plan to Energy and Hydrocarbons Minister Olivier Jean-Baptiste last Friday in Ampandrianomby.

The first draft is divided into four parts. The system rehabilitation aims to improve Jirama’s infrastructure and operations to ensure more reliable services. The financial part will address the company’s financial management and economic viability. The technical part will focus on improving technologies and methods for water and electricity production. In terms of service quality, the goal is to meet users’ needs and improve user satisfaction. The Jirama rehabilitation plan should be adopted by the Council of Ministers in November 2024.

Since 2022, the International Monetary Fund (IMF), one of Madagascar’s main donors, has demanded a recovery plan for this public enterprise, considered one of the most costly for the state budget. This request was part of the Extended Credit Facility (ECF) program launched in March 2021. However, the government failed to meet this request. Two years later, the same plan was presented during the negotiations for the new FEC program last June.
