Myanmar had previously refused to send “non-political representatives”, but two senior officials represented Myanmar at the talks in Vientiane.
A Southeast Asian diplomat, speaking on condition of anonymity, told AFP the military’s readiness to re-engage diplomatically indicated its “weakened position”.

A draft ASEAN communique seen by AFP said the ministers “strongly condemned” the ongoing violence.
The crisis has divided ASEAN countries, with Indonesia, Malaysia and the Philippines calling for tougher action against the junta.
Thailand has held bilateral talks with the general and Detained democracy leader Aung San Suu Kyi.
