Palau Customs and Border Protection recently implemented the advanced ASYCUDAWorld system developed by the United Nations Trade and Development Organization (UNCTAD).
The move revolutionized the trade community’s experience, streamlining customs processes across the country and making it mandatory for customs brokers and agents to use automated systems.
KRW is an established customs agency with five years of industry experience and one of the first companies to switch from manual customs processes to automated customs processes.
For Ms. Avonlea Niro, a declarant at KRW Company in Palau, mastering the complex customs clearance process on the ASYCUDAWorld digital system has been a learning journey so far.
“Learning the ropes of the system was daunting at first, but with determination, I turned challenges into opportunities.” recalls Ms. Niro. Ms. Niro had to devote herself to understanding the intricacies of the automated system and move away from traditional paperwork.
One significant obstacle she encountered was the maze she encountered while filling out the forms online. However, the unwavering support of the ASYCUDA team at Palau BCBP proved invaluable. Not only did Ms. Niro master the nuances of the forms, she also learned the tricks to submit them efficiently.
“The ASYCUDA team played an important role in my learning process. Their guidance was very valuable and simplified the process, making it easier for me to understand.” said Ms. Niro. The advent of ASYCUDA has brought about a paradigm shift that has completely transformed Ms. Niro’s workflow. The seamless, paperless approach not only saves time but also reduces unnecessary paperwork, allowing customs stakeholders like Ms. Niro to focus on efficient service delivery.
In short, she said,
“This system saves me time and documents. Now I don’t have to complete the documents or make two sets (photocopies) and take them to the customs office along with a flash drive. I just scan the necessary documents along with the form and send it online, then I just go back to the system to see if the payment is ready and continue from there“ASYCUDA has revolutionized Ms. Niro in so many ways.”I can now work from anywhere with an internet connection, This is so liberating!“The flexibility offered by ASYCUDA enables her to manage the customs clearance process seamlessly, across geographical boundaries.
But it doesn’t stop there.
In Ms. Niro’s telling, ASYCUDA is more than just a system; it is a catalyst for efficiency, productivity and customer satisfaction—a testament to the power of innovation in simplifying complex processes.
“This efficient and cost-effective system even pleases our customers, as they also save money and clear customs faster than before.” she says.
Ms. Rushlyn Ueki, a customs broker at Surangel & Sons Company, also shared her experience after the transition. Ms. Ueki and her team are learning to master the system while working hard to clear customs for their clients on time.
“With ASYCUDA, things have really changed. It used to take us a week to clear all the goods, now it only takes a few days,” added Ms Ueki.
“Given our high standards of compliance, our company is now on the green channel and the process is faster. We don’t need to keep checking and waiting for verification. We can just process and pay. This system saves us time and money.” she further elaborated.

The impact of ASYCUDA is clear. Since launching the ASYCUDAWorld system in January 2024, Palau’s customs revenue has increased by 53% as of mid-March compared to the same period last year.
The transformation is the result of the Improving Pacific Islands Customs and Trade (IMPACT) project, funded by the European Union and implemented by the United Nations Conference on Trade and Development.
