The implementation of a tiered fee system in public universities has caused a lot of dissatisfaction.
This is the right proposal in principle, but the government may need to reconsider the amount.
This is correct advice, as parents are willing to pay high tuition fees for secondary school, so why should university be free? Kenya’s population is expected to reach 80 million by 2050, so more young people will want to go to university. The government will not be able to provide free tuition to all students.
In addition, society expects rich people to contribute more to society than poor people. Therefore, it makes sense that college tuition should be based on parents’ wealth and ability to pay.
Merging the CDF and county grants will not solve the problem, as the central government cannot constitutionally reclaim devolved funds.
Perhaps more consideration should be given to the amount that parents are asked to pay.
Rich families with incomes of more than Sh120,000 can get a 30% scholarship and a 30% loan, and only have to pay 40%. Perhaps the threshold could be set higher.
