In Uzbekistan, state agencies signed contracts for the purchase of 289 boxes of 3,402 expensive smartphones in the amount of 6 billion 637.8 million soums in 2023 and have already paid. The committee said the purchases by these budget organizations violated the Prime Minister’s order of January 5, 2023. According to this order, until a limited number of ministries and agencies (organizational structures) are approved, their expenses related to the purchase of fixed assets should be temporarily suspended from budgetary and extrabudgetary funds.
Nevertheless, according to the above data, in 2023, government agencies will purchase an average of 12 smartphones per purchase.
According to the committee’s findings:
- The Republic of Karakalpakstan: 796 mobile communication devices, 62 boxes, 1 billion 483.3 million soums;
- 27 boxes of 658 mobile communication devices in the Jizzakh region, valued at 948.9 million soums;
- 519 mobile communication devices in 30 boxes in the Fergana region cost 581.9 million soums.
“For example, the administration of Sarosiya district of Surkhandarya region signed a contract worth 72 million soums with the private enterprise “Bahrulloi Rustam Chorvador” for the purchase of 4 expensive smartphones (iPhone 13 Pro Max) from the reserve fund. “In addition, the Jizzakh State Pedagogical Institute in the Service Learning Results for Minorities concluded and paid 19.1 million soums for the purchase of iPhone 15 Pro Max through the electronic trading platform with the private enterprise “Odilov Abdulhamid oglu”.
In 2024, contracts worth 362 million soums out of 1 billion soums were signed and payments were made for 60 purchases of 301 mobile communications equipment from local budgets.
Among them, 10 boxes of 146 mobile communication devices in the Fergana region cost 566.1 million soums, 7 boxes of 72 mobile communication devices in the Tashkent region cost 193.1 million soums, and 14 mobile communication devices in the Andijan region cost 255 million soums. The Fiscal Council submitted the audit findings to Deputy Prime Minister and Minister of Economy and Finance Jamshid Kochkarov. It was recommended that the Financial Supervisory Authority investigate.
