Starting from March 1, the Ministry of Public Security will issue ordinary passports with electronic chips to Vietnamese citizens.

Passports with electronic chips are more secure than ordinary paper passports, protecting passport holders from the risk of personal information being stolen; avoiding being forged and without location tracking.

Currently, people who want to apply for a chip passport still need to go directly to the immigration office to go through the formalities and have their fingerprints collected. The form of the passport with electronic chip is basically the same as that of the passport without electronic chip, with a dark blue cover and pages inside the passport featuring the country’s beautiful scenery and heritage. culture Vietnam. All content and images printed in the passport are produced using modern technology to meet security requirements, prevent the risk of forgery and comply with ICAO standards.

Strictly accept donations and sponsorship management

The Ministry of Finance’s Circular No. 04/2023/TT-BTC, which came into effect on March 19, provides guidance on the organization of festivals and merit money, sponsorship of monuments and the management of festival activities, as well as financial revenue and expenditure, and has clear regulations on the acceptance of donations and sponsorships.

Accordingly, the festival organizing committee designates the unit responsible for the receipt, management and use of festival organization funds, and is responsible for opening a deposit account in the treasury or commercial bank to reflect the receipt, management and use of merit money, monument sponsorship, etc. and festival activities through bank transfers and electronic payment methods. Regarding the collection of cash, a designated person is designated to collect it, and an account book is opened to record all the money received.

The donations (if any) in the donation box will be counted and recorded on a daily or weekly basis. The money deposited in the wrong place or not in accordance with the civilized lifestyle of the monument will be collected and counted or put into the merit box for general counting.

Cash that is not used temporarily is deposited in an account opened by the treasury or a commercial bank to ensure safe and transparent management of the funds that the festival organization continues to receive.

Increase compensation for workers working in hazardous environments

Circular No. 24/2022 of the Ministry of Labor, Invalids and Social Affairs, which provides for in-kind compensation for employees working under dangerous and hazardous conditions, will come into effect on March 1, 2023.

The compensation level is currently divided into 04 levels, and the values ​​of each level are determined as follows:

Level 1: VND 13,000/person/day (additional VND 3,000/person/day)

Level 2: VND 20,000/person/day (additional VND 5,000/person/day)

Level 3: VND 26,000/person/day (additional VND 6,000/person/day)

Level 4: VND32,000/person/day (increase VND7,000/person/day)

Revoking computer and foreign language certifications for law enforcement officers

Notice No. 10/2023/TT-BQP, which came into effect on March 16, no longer stipulates foreign language and information technology standards for senior executives.

Junior and intermediate enforcement officers shall meet the standards set forth in Article 18 of the Law on the Enforcement of Civil Judgments and Article 4 of Notice No. 10/2023/TT-BQP; Have a certificate of national management knowledge and civil judgment enforcement skills training conducted in accordance with the content and program prescribed by the Ministry of Justice.

In addition to meeting the above standards, senior executive officers shall also possess an advanced diploma in political theory or advanced political administrative theory or a bachelor’s degree in political science or an equivalent advanced political theory qualification certificate in accordance with regulations.
