Senegal’s Ministry of National Education is carrying out a campaign aimed at calming the social atmosphere. On July 24, Moustapha Guirassy and Minister of Civil Service Olivier Boucal signed a declaration of intent. The initiative aims to respond to the concerns of the public education sector and create a more harmonious educational environment in Senegal.
This strategic collaboration, implemented by the respective ministers, aims to improve the quality of education by coordinating the contributions of the two ministries. The published press release mentioned that this initiative will speed up administrative procedures, thereby reducing the processing time of teachers’ documents, such as integration, verification and advancement. It will also involve the establishment of an integrated digital system aimed at simplifying processes, increasing transparency and facilitating communication between different stakeholders.
In response to an old grievance of the teachers’ union, Moustapha Guirassy signed several orders for admission to professional examinations and appointment decisions for responsible positions on May 31. In total, 5,130 administrative decrees were signed, including 23 CEAP and CAP orders, involving 4,030 beneficiaries, and 30 appointment decisions, involving 1,000 beneficiaries (principals, examiners, governors, stewards, school directors, application supervisors, etc.).
These administrative actions have been welcomed by the teaching unions as an important step forward in the transformation of Senegal’s education. Amidou Diédhiou, secretary general of the Sels, said it was the first time the Ministry of National Education had truly committed to cleaning up the administration as quickly as possible.
A few weeks after taking office, the Minister of National Education announced a detailed census of teaching staff in the schools, institutions and structures under his ministry. The aim of the initiative is to provide an accurate picture of the distribution of human resources.
