‘Guyana Critic’ gets another multi-million dollar project
Kaieteur News – Tepui Group Inc., a company closely associated with social media personality Mikhail Rodrigues, known as the “Guyana Critic,” was awarded an $865 million contract last year after failing to meet certain criteria, and has now been awarded another multi-million dollar government contract.
Last month, the Public Procurement Commission (PPC) revealed that Rodriguez Company failed to pass the tender evaluation process of the National Procurement and Tender Administration Board (NPTAB) but was still awarded a $865 million contract to build a pumping station in Bellevue, West Bank Demerara County (WBD).
The PPC reportedly highlighted several procurement irregularities committed by Tepui in its report, which were ignored by the NPTAB when awarding the pump station contract.
According to the document, NPTAB overlooked several key details when evaluating the company to meet the $865 million contract award.
Tepui failed to meet the following requirements:
- Failed to meet $8 million bid bond
- Failure to demonstrate construction experience
- No experience in similar projects
- No record of past work experience
- Failure to demonstrate financial capability
- No audited financial statements
- No evidence of possession or possession of critical equipment
Meanwhile, a few months ago, Rodriguez revealed on a morning show that he had received a multi-million dollar contract from the Ministry of Housing.
Likewise, the PPC revealed in its report that during the evaluation of the pump station contract, Tepui had signed a $313 million contract with the Central Housing and Planning Authority (CH&PA) under the Ministry of Housing for the upgrading of roads in Block 3, Greater Diamond Area. The contract date was stated to be February 24, 2023.
The document also states that the company has been awarded other government contracts. Tepui submitted a document listing the projects it has completed, which include the rehabilitation of South Pakistan Street and the rehabilitation of Tyre Shop Street, valued at $25 million and $24 million respectively. Both contracts were allegedly awarded by the Ministry of Public Infrastructure. Notably, however, the dates of these contracts were not stated.
After the news broke, this publication checked the NPTAB website for other contracts awarded to the Tepui Group but found nothing. As a result, Kaieteur News had to ask Vice President Bharrat Jagdeo at his weekly press conference whether the company of the “Guyana Critic” had indeed been awarded another government contract.
While Jagdeo could not confirm whether the Tepui Group had indeed received the contract, he directed the publication to check online as all contracts are public.
It is worth noting that as of June 26, 2024, the only contract listed on the NPTAB website as awarded to Tepui is the Belle Vue Pumping Station contract.
In light of recent news that Tepui had been awarded another multi-million dollar contract, we contacted CHPA CEO Mr. Sherwyn Greaves on Wednesday to ask for details on the CHPA contract awarded to Tepui. Mr. Greaves responded that he would look into the details and call back. As of press time, Mr. Greaves has not returned our call.
